Indonesia - OCHA Consolidated Situation Report No. 55
14 - 21 December 2001

MALUKU

General Situation

On the morning of 19 December, a Christian boat on its way from Benteng to Galala in Ambon Bay and carrying 11 passengers was attacked by armed men from three other boats. Nine people were killed and one seriously injured. The incident prompted a demonstration by a group of Christians in front of the governor's office calling for immediate government action. The Bishop of the Maluku Protestant Church Synod, Rev. Broery Hendriks, accompanied by a few church members, conducted prayers in protest of the security situation in Ambon at the foot of the national flag in front of the governor's office. The governor, Saleh Latuconsina, later invited him for a meeting.

On the same morning, a speedboat on its way from Saparua to Passo was shot at and four people were reported injured. No further details are available.

Assessments

A joint assessment team of MSF-B and AcF visited Waimulang and Ewiri, among other villages, in South Buru and returned to Ambon on Sunday (16 Dec.). The team reported that IDPs in Waimulang need food assistance, while those in Ewiri need shelter items only.

Food Security and Agriculture

AcF will send another team to South Buru on Friday (21 Dec.) to distribute food and non-food items to IDPs in Waimulang, and shelter materials in Ewiri. Mercy Corps will also send non-food items to the same areas through Yayasan Manusela, a local NGO.

Health

MSF-B went to six villages in South Buru to treat patients through their mobile health clinic programme. They also began their outreach programme in the area, and gave training to health workers.

IMC donated painkillers, IV fluids, needles, bandages, and gauzes to hospital wards where the victims of the KM Kalifornia were treated last week.

IMC deployed three doctors to Masohi in Seram. They will be rotating between the Muslim temporary hospital, the Puskesmas (primary health centre) at the Army compound, and the General Hospital.

Two IMC doctors were deployed to Wahaii in North Seram. Its Puskesmas was cleaned, and the examination rooms and rooms for in-patients were outfitted. Drugs and medical supplies were also provided.

Water & Sanitation

In cooperation with MSF-B, Mercy Corps will fund local NGOs to build new latrines for IDPs at the Halong Naval Base. The swimming pool of the Naval Base will be converted into septic tanks, and latrines will be built over it.

UNICEF had a meeting with the Mayor of Ambon and agreed to extend funding for its garbage project for another two months.

Shelter and Non-food items

Mercy Corps facilitated a sectoral meeting for shelter with local NGOs last Friday (14 Dec.). Representatives from the Public Works office (PU) also attended the meeting. The PU representatives briefed on plans to coordinate IDP housing at the district level.
