*PHASE II DISTRIBUTION OF SIDE-DISH MONEY FOR IDPs IN TERNATE CITY*
Although money for side-dish money is provided by the central government it has not
been in proportion with the number of IDPs, such as the current phase of the
distribution in Ternate only concentrating at the village administration offices in
Ternate. Mr. Ichwan Marjuki, head of Inter-agency Relation Section of Kesbanglinmas
office, stated that at present there are 42.225 persons or 8.624 HH in Ternate City.
The funds provided by the government for IDPs side-dish in North Maluku is Rp.
28.689.855.000,- for 166.318 persons. Meanwhile the estimated number of IDPs in
North Maluku is 205.781 persons. In order for all IDPs to receive the assistance, the
government has decided to give the amount of Rp. 139.419,- per person.

*IDPs FROM IBU SUB-DISTRICT STILL DISPLACED IN TERNATE CITY*
25% of the IDPs from Ibu sub-district choose to be displaced in Ternate city rather
than return to their place of origin. This is due to no schools available in their villages.
The coordinator of return for Muslim IDPs of Ibu sub-district, H. Thalib Idrus said that
from 7 villages in Ibu sub-district where the schools were destroyed during the conflict,
only 4 villages with schools have been rehabilitated. He said that IDPs from Ibu will
return if schools are available for their children. Another reason why the IDPs are still
staying in Ternate city is related to the distribution of Phase I of the assistance from
the social welfare. They were told they will receive the assistance in their
sub-districts, but later they were told that the assistance will be distributed in Ternate
city. This made the IDPs who had returned to Ibu sub-district go back to! Ternate to
wait for the distribution.

*PROVINCIAL GOVERNEMENT WILL PROVIDE BASIC REQUIREMENTS FOR
RETURNEES*
The North Maluku government will provide all basic requirements for returnees at their
place of origin so that they would not go back to their displaced after returning to their
villages. Provincial Secretary, Mr. Thayb Armain, said that the government will provide
all the facilities required by the returnee at their place of origin including housing,
education, health and economic empowerment. The governor has ordered to
concentrate both the local budget (APBD 1 and APBD 2) and the state budget for the
return process. Mr. Thayb also said that the government, assisted by international
organisations including the UN in handling IDPs in North Maluku. For 2002, in Galela
and Tobelo one of the international organisation have allocated USD 7,5 million in
three phases to assist IDPs and returnees.

* NUMBER OF IDPs IN NORTH MALUKU INCREASE*
Even though the North Maluku government and Satkorlak have continued to return
IDPs to their place of origin, the number of IDPs in North Maluku has increased. At
first, the number of IDPs registered by the North Maluku government was 190.000
persons, however it is now around 205.851 persons. The government will conduct a
re-registration of IDPs in North Maluku.

*TRANSMIGRANT IDPs HAVE RETURNED TO NORTH MALUKU*
Around 1,334 transmigrant IDPs from more than 3.000 locations who fled to Java
during the conflict have returned to their transmigration sites in Goal village of Sahu
sub-district and Kao sub-district.

* NO IDPS FROM POSO IN NORTH MALUKU*
The rumour about three ships of IDPs from Poso arriving in Tobelo has not been
founded. This was confirmed by Sector II Commander of North Maluku, Liut.Co. Didit
Satrio to RRI at his office. Until now, there are no IDPs from outside North Maluku.
North Maluku is not yet ready to receive IDPs from outside since the authority is still
busy dealing with its own IDPs. Mr. Didit also said that his party has formed a Marine
Task Force to operate around the North Maluku sea and monitor boats with IDPs from
outside to return and forbid to come ashore.

*RETURNEES IN TOBELO ASK THE GOVERNEMT TO RETURN IDPS IN TOBELO
TO THEIR OWN VILLAGES*
Tobelo IDPs who have returned to their villages in Tobelo have asked the government
to return the IDPs from outside Tobelo currently displaced in Tobelo to their place of
origin due to government-built barracks no longer sufficient to accommodate both
IDPs and returnees. Mr. Abdul Ence also informed that during the Iedul Fitri, the
security task force in Tobelo invited all IDPs and returnees, Christians and Moslems
to celebrate Ied at the TNI base. The celebration was attended by the local authorities
(Muspika), head of Synod and churches, and public figures in Tobelo.
