The new border is coming off my new wallpaper.

Hopefully you have installed the border with straight "Vinyl Over Vinyl" border adhesive. It is important that you always use this product straight. If it is mixed with water it loses it's ability to bond to the vinyl wallpaper.

The best thing I can recommend now is to use a siliconized latex caulk or "Tub& Tile" adhesive caulk. This should work as one of the stickiest and the strongest adhesives you could use in your situation. Not only should it stick it down but will also prevent water and moisture from getting back under the border. Just apply it under the edge and sponge of the excess.

How do I remove my old wallpaper from my walls?

First try pulling on a corner. If the wallpaper comes of in large sheets, your in luck. If it comes of in small, quarter sized sheets, you could have a fair amount of work ahead of you. At this point it is best recommended to sand all the surface of the wallpaper with 60 grit or 40 grit wallpaper. This will allow water to soak into and through the wallpaper and soften the wallpaper paste. For additional help, most hardware and paint stores carry a wallpaper remover solution. Use this solution mixed with very warm tap water and apply with a spray bottle or a sponge. After the mixture has been applied, let it sit for a few minutes then try scraping it off with a putty knife or a broad knife. If it doesn't come of easily, try wetting it down, letting it sit, and try again, until it eventually comes off.
