1999.10.08    USA Uncle Sam

October 8, USPS re-issued the 22 cent Uncle Sam definitive in a new format: water-activated coil of 3,000. The original issue was released November 9, 1998 in the format of self-adhesive pane of 20 and self-adhesive coil of 100. The 22 cents postage is suit for the postage for each one more ounce of First-class mail under the new rate system effective January 10, 1999
