PROFESSIONAL EXPERIENCE
CARE International, 1992-present ZAMBIA, CANADA, KENYA Deputy Director of CARE Kenya, July 1995 - May 1998 Kenya: Responsible for managing a portfolio of humanitarian aid and development projects, staffed by approximately 300 Kenyan nationals and expatriates, with an annual budget of US$6.25m. Sectors included: savings & credit to micro-enterprises; refugee camp operation and management; food & livelihood security; drought relief & recovery; small-holder agricultural production; and water & sanitation. Principal donors included: United Nations High Commissioner for Refugees; British Department for International Development; Bureau of Population Refugees & Migration of the US State Department; USAID; Office of Foreign Disaster Assistance; World Food Program; and the Canadian International Development Agency. Mr. O'Brien was also responsible for maintaining and renewing funding levels of the current portfolio, new program development, overseeing monitoring and evaluation, ensuring donor contract compliance, and liaison with multilateral agencies, NGO networks and the Government of Kenya. Mr. O'Brien initiated and managed CARE's response to the El Nino-induced drought and flood disasters in Kenya in 1997/8, securing donor contracts worth over US$1m. Canada: Southern Africa desk officer in CARE Canada headquarters, 1994-1995 Zambia: Project Manager, then promoted after nine months to Program Coordinator, 1992-1994 Proctor and Redfern Consulting Engineers Ltd., Canada, 1976-80; 1989-91 Supervised a range of civil engineering projects including: water supply and sewerage, bridges, roads, earthworks and marinas. Project budgets ranged from $100,000 to $2.7m. Prepared designs, specifications and contract documents; called tenders; reviewed bids and recommended award of contracts; managed and administered contracts. Department of Works - Local Government Section, Papua New Guinea, 1980-1989 Responsible for feasibility studies, survey, design, budget preparation, materials procurement, logistics and construction of a range of rural, community-based, civil engineering projects sponsored by local governments and communities. Projects included: water supplies, footbridges, wharves, roads, clinics, schools and micro hydro schemes. Provided program planning assistance, technical advice and training to local governments, non-governmental and community-based organisations.
