BACKGROUND SUMMARY

A well-rounded officer of the Philippine Air Force with a rank of 
Major.  An experienced combat pilot in various capacities of a Flight 
Commander, Flight Instructor and Test Pilot.  A member of the Strategic 
Planning Group that drafted the AFP Medium Term Plan 1995-99. Was 
responsible for the issuance of the annual Program and Budget Guidance for 
the AFP Budget.  Has been a member of the 1996 Audit Team for the Defense 
and Air Force Attache offices in London, Paris and Bonn.  Willing to learn 
in new areas.  Good in managing people and in strategic planning, 
programming and budgeting and can undertake general management, finance 
and marketing functions.
