EXPERTISE OVERVIEW

Over 25 years experience in the manufacturing, chemical processing and waste disposal industries as an environmental engineer and project manager. A consultant since 1993. Primary focus is pollution prevention, process efficiency improvement and the beneficial use of wastes and by-products. Experience include landfill operations, hazardous material recyclers and transporters, large and small manufacturing plants, scrap tire recycling operators and waste clean up contractors. Previous expert testimony and advice provided in cases related to scrap tire recycling, tire derived fuel use, industrial site remediation, landfill construction and hazardous chemical treatment.

Consultant

Provide engineering, project management and environmental regulatory support to clients in industry & government. Design and operate pilot projects, conduct studies and testing programs for recycled material reuse, waste treatment improvements and energy recovery. Prepare and negotiate permits and authorizations for recycled material reuse, wastewater treatment, air emission sources and waste disposal. Prepare technical specifications, bid documents and proposals for industrial equipment and services. Provide expert testimony and consultation in solid waste management, transportation safety and environmental regulation compliance. Clients include GE-Lighting Technology, GE-Specialty Chemicals, GE Superabrasives, Ohio Department of Transportation, Central Ohio Contractors and others.

 

January 1991 to January, 1993

Solid Waste Authority of Central Ohio, Grove City, Ohio.

Chief Engineer

Responsible for environmental compliance, development and expansion of publicly owned solid waste management facilities and services throughout the central Ohio region. Managed bidding and contractor selection process for two 50,000 ton/yr yard waste composting facilities, two $1,000,000 household hazardous waste collection events, engineering for a 30-year expansion of a 5,000 cubic yard/day landfill, and engineering for remediation of a 174 acre closed landfill. Organized and coordinated a 24 company waste minimization task force which invested over $6,000,000 to implement over 100 projects to reduce disposal of 60,000 tons/yr of solid waste.

 

December, 1984 to January, 1991

GE Superabrasives, Worthington, Ohio.

Senior Environmental Engineer

Responsible for achieving and maintaining environmental and Department of Transportation (DOT) compliance for GE's diamond manufacturing business. Provided technical and project support to GE's Dublin, Ireland production facility and technology application centers worldwide. Designed and implemented cost and waste reduction projects that saved $2,000,000/yr and reduced landfill deliveries by 4,000 tons over six years. Received three performance awards and several community commendations for private/public training efforts.

March, 1984 to October, 1984

Chemical Waste Management, Inc., Dublin, Ohio.

Regional Environmental Engineer - Eastern Region.

Responsible for environmental improvements of Chem Waste facilities in northeast U.S. (six companies and 13 states). Implemented a technical communication program between sales, engineering, operations and compliance officers within the Region.

May, 1975 to March, 1984

Republic Steel Corporation, Cleveland, Ohio.

Assistant Director, Solid Waste Management, Environmental Control

July, 1983 to March, 1984. Implemented waste management programs throughout the corporation and audited facilities and real estate dispositions. Drafted and revised policies intended to reduce generator liability when shipping or receiving hazardous wastes.

Solid Waste Management Engineer, Environmental Control

September, 1979 to July, 1983. Designed management systems that would allow the plants to comply with newly issued hazardous, toxic and solid waste regulations. Implemented computer-assisted waste tracking, transportation and reporting.

Staff Environmental Engineer, Environmental Control

March, 1977 to September, 1979. Provided technical support to corporate management on issues such as pollution control spending, coal combustion and natural gas curtailments. Developed hearing testimony, papers, speeches, television commercials and film.

Combustion Technologist, Research Center

May, 1975 to March, 1977. Member of research team charged to save energy and test alternative fuels in major steel mill furnaces. Proposed and partially implemented projects saving $1,700,000/yr.
