BIOGRAPHY
CAPTAIN WARD A. WALKER

  Captain Walker is the Executive Officer to the 314th Support Group Commander, 314th Airlift Wing, Air Education and Training Command, Little Rock Air Force Base, Arkansas.

  He was born 17 April 1965 in Tucson, Arizona, and graduated from Belleville Township High School East, Belleville, Illinois, in 1983. He earned a Bachelor of Science Degree in Electrical Engineering from Washington University in 1987. He completed the Communications-Computer System Maintenance Officer Course at Keesler AFB, Mississippi, in 1988. He is a distinguished graduate of the Air Force Communications Command Systems School Network Course (Dash 2). He attended Squadron Officers School in 1992. He earned his Masters Degree in Engineering Management from Old Dominion University in 1994. He completed Advanced Communications Officer Training at Keesler AFB in 1997.

  Captain Walker entered active duty in October 1987 via the Detachment 207 Reserve Officers Training Corps program at Parks College, Cahokia, Illinois and was initially assigned to Keesler for training. Upon completion, he moved to the 606th Tactical Air Control Squadron, Basdahl Complex, Federal Republic of Germany, where he was the Maintenance Control Officer (MCO). As MCO, he managed the Job Control, Plans and Programming, and Material Control sections. He was instrumental in planning and executing unit deployments, and was recognized by the North Atlantic Treaty Organization for his role as acting commanding officer during the early hours of a 1989 Allied Air Forces Central Europe Tactical Evaluation. In February 1990, he arrived at Langley AFB as a headquarters communication systems engineer. Some of his accomplishments include transitioning the Strategic Air Command Primary Alerting System and Tactical Air Command and Control Alerting System to the Air Combat Command (ACC) Voice Alerting Network, which he designed. During Operation DESERT SHIELD and DESERT STORM, he supervised the CENTAF Rear Communications-Computer Systems Contingency Cell at Langley AFB. Based on his lessons learned from this period, he designed and implemented the technical architecture for the ACC REACHBACK facility, an earth terminal facility that integrates tactical and fixed communications systems. The JCS/J6 portrayed this system as the best example of a flexible, extensible, customer-oriented base-level transmission system during the 1994 Joint Warrior Interoperability Demonstration. In Nov 1995, Captain Walker deployed for five months as the Deputy Director of Communications, Operation PROVIDE COMFORT. He was responsible for coalition command, control, communications, and computer systems at four bases in two countries in partnership with Turkish, British, and French allies and US Air Force, Army, Navy, and Special Operations Forces. In Feb 1997, Captain Walker deployed to the Joint Readiness Training Center (JRTC) at Fort Polk, Louisiana, as the Executive Officer to the 314th Support Group (Provisional) Commander in support of Exercise AIR WARRIOR 97-04. His unit successfully sustained forward airhead operations in simulated military operations other than war and combat conditions during the harshest weather any JRTC exercise had experienced.

  In March 1995, he assumed duties as 314th Communications Squadron (ACC) Mission Systems Flight Commander. In August 1995, he temporarily assumed command of the 314th Communications Squadron for a 3-week period. In September 1995, he was selected as the Support Flight Commander. After an AF-level career field merger of Communications-Computer Systems and Information Management, he became responsible for the new Information Systems Flight in May 1996. During this time, his communications security element received an "Outstanding" rating during a major command inspection; the first such rating in the wing's 40-year history. In February 1997 he was appointed to lead the Plans and Programs Flight. In April 1997 he was hand-selected to serve as Executive Officer to the 314th Support Group Commander. He is active in the Sherwood-Jacksonville Gideon Camp where he is their vice-president, and leads the junior boy's Sunday school class and works in the AWANA program in his local church. He is an active member of both the Communications and Computer Societies of the Institute of Electronics and Electrical Engineers. He is also a member of the Armed Forces Communications and Electronics Association, Air Force Association, and American Legion.

  Captain Walker's decorations include the Air Force Achievement Medal, Air Force Commendation Medal, Joint Service Commendation Medal, and Meritorious Service Medal. His service medals include the Southwest Asia Service Medal and National Defense Service Medal. His honors include the 1995 ACC Communications-Computer Systems Professionalism Award, 1995 General Services Administration Interagency Committee on Information Resources Management Technical Excellence Award, 1995 314th Communications Squadron Company Grade Officer of the Year, 1996 314th Airlift Wing Company Grade Officer of the Year, and was the 314th Airlift Wing's 1997 Lance P. Sijan Award nominee.
