This is a picture taken in Portland, Oregon. It's on the west side of Willamette River facing north. It's between the Steel Bridge and the Burnside Bridge.

The bridge beyond the bird is the Steel Bridge. It's owned by the freight railroad company. The bottom story of the bridge has two pairs of tracks used by heavy rail freight and Amtrak.
Notice the bottom floor of the bridge is raised. Both floors of the bridge are drawbridges that get raised straight up. They can be raised separately.
The top floor of the Steel Bridge is used by light rail MAX trains, busses, cars, bicyclists and pedestrians. Like the bottom floor, there are two tracks on the top floor. A MAX train is visible on the left.
