How To Recognize and Handle Abnormal People:
A MANUAL FOR THE POLICE OFFICER

IN LEGAL TERMS, a sex offender is anyone who breaks a law pertaining to the sexual code. Since the laws vary in each state you must know those of your state and city. Generally the laws tend to emphasize molesting others, especially children, and being a public nuisance as most objectionable. In some areas private sexual activities between mature consenting adults is not considered a concern of the law.

Various types of sex offenders come to the attention of the police. Homo-sexuality is one of the big problems. Sometimes young people experiment with homosexual behavior as a thrill, or because somebody exploits them. It is important that such young people not have a social stigma or else they may become bitter and resentful. With help they may become useful citizens.

It is well known that normal men deprived of contact with women for a long period of time may engage in some type of sexual activity with other men. This occurs regularly in prisons, isolated camps, and other places where men must live away from members of the opposite sex. Although this homosexual behavior is considered abnormal, it is not the behavior of choice. There is, therefore, a question as to whether it really can be considered abnormal under such circumstances, or simply unhealthy.
Regular male homosexuals indulge in all types of sexual practice, utilizing the mouth (fellatio), the anus (sodomy), general body contact with kissing, em- bracing, etc. Oral genital contact, mutual masturbation and embracing are common among females.

Individuals from all levels of society are affected by this condition. Because they are usually rejected by normal people and for reasons of mutual acceptance they frequently associate in what is called the "gay world." They collect in bars and "Bohemian" clubs where they can associate more freely with one another.

Many, however, lead seemingly average lives and cannot be distinguished from normal persons.

Most often the police officer will encounter trouble with those homosexuals who would be troublemakers regardless of their sexual tendencies. Delinquent, immature, irresponsible, erratic and criminal individuals will express their perverted sexual interests without regard for society or the rights of others. Their efforts to seduce or molest others--even at times children -- will come to the attention of the law enforcement officer.

The male homosexual who seduces children or young people either by enticement or force is a menace. Fortunately, few homosexuals resort to this, preferring instead the voluntary company of their own kind. The seducing type of homosexual is usually quite sick and disturbed mentally. They may frequent parks, schools or public restrooms to make contact with other men or boys. Unfortunately, there are occasionally male professional persons such as teachers, camp or club leaders, etc., who may be of this type and abuse their position of authority in exploiting their students. This is a very shocking experience for young boys, and may greatly upset their emotional development.

The only certain method of determining the presence of a sexual perversion is direct evidence or confession. Since physical build, gestures and mannerisms are not reliable indicators of sexual habits, it is very risky to make charge without factual evidence.

Very robust masculine males may be homosexual and conversely soft and gentle men may be quite heterosexual. Among women it is even more unlikely that physique or personality traits may be relied upon to diagnose people. Of course, markedly effeminate "queer" males who make no effort to conceal their sexual interest in other males are easily recognized. But they represent a small percentage of the larger group who have homosexual tendencies.

Occasionally homosexuals are troublesome police problems in other ways.

They are often robbed, beaten and sometimes killed by their male pickups. Though female homosexuals seldom cause police problems, there are sometimes arrests for fighting, alcoholism and addiction.
