Excerpts of Western Region Curia notes

Meeting of the Western Region Curia held 22 November 1998
The meeting was attended by approximately 30 people and was called to order at approximately 2:30.

Officer reports:
Constable
- Not present - no report offered
Marshal - Present - addressed lack of reports from Branches - had only received 4 reports before his report needed to be submitted.
Archer - Present - received only 3 reports for the quarter Rapier - Present - received only 2 reports for the quarter but gave an excellent report on the status of Rapier in the region.
Chronicler - Present - Only received 4 reports before her report was due. Is working on regional web site and hopes to have newsletter prepared by Christmas.
Herald - Not present - No report offered (see Old Business for Regional Identity issues)
Exchequer - Present - $737.71 in local regional account. Reports that there is approximately $3.000 being held by the kingdom and he is working on getting those funds transferred ASAP. Had conversation with Kingdom Exchequer on this matter.
Arts & Sciences - Not Present - no report offered (Countess Elisabeth did speak to HL Honoria’s desire to be part of branch’s A & S activities and would appreciate invitations to same.
Provost of Pages - Present - reported that even though there are no branch officers within the region for his office he is working on activities for young people and developing programs to make them more a part of the happenings at events. He also mentioned that regarding boffer and whalebone headshots will no longer be allowed. These activities now fall under the auspices of the Marshallate.
Chirurgeon - Present - Asks that branch officers please get in touch with her. ASAP. Would like to know how many at-large Chirurgeons there are & how are warranted to the branches. Offered information on upcoming classes & certifications.
Chatelaine - Not Present - no report
Seneschal - Present - Reported on missing five reports from branches. Reminded those present that not reporting was a quick way to come to the notice of the Kingdom Seneschal. Also will be contacting Kingdom Superiors of Regional Officers who are consistently missing meetings and filings of reports.

Noted also that the Shire of Silverthorn is currently on probation.

Old Business:
Regional Financial policy - after discussion, the following policy was adopted:
"Financial Committee: Shall consist of the Regional Seneschal and Regional Exchequer.
Authority to Authorize expenditures: When possible expenditures should be approved by the Regional Curia (by whatever means available). Failing this, the Regional Seneschal & the Regional Exchequer may jointly authorize expenditures. . Failing this, the Seneschal or Exchequer may individually authorize expenditures subject to the later review of the Regional Curia. with the condition that if not approved the person authorizing the funds will be held liable for replacing them.

Officer Expenses: Regional officers will be reimbursed for expense up to $25 per year, of which no more that 2/5 ($10.00) may be attributable to telephone expense. Officers wishing to spend additional funds may apply to the Curia, or financial committee for these funds.

Events: Regional events must be sponsored by a local branch. If financed by a local branch, the Region exerts no financial control over the branch or the autocrat but retains 50%** of any profit. If financed by the region, the Region keeps 75%** of the profits with the remainder distributed among the contributing branches as determined by the autocrat.
**The splits are subject to negotiation between the Curia and sponsoring branch. Share of responsibility around profit shall be the same for loss based on the negotiations.

Autocrats: Autocrats for Regional events, not financed by a local branch, will be considered deputy regional Seneschals with their authority applying only to their event, as well as whatever relationship they have with their sponsoring branch. Prior to approval they will have submitted a tentative budget which will have been approved by he Curia or the financial committee. Autocrats may change the parameters of the budget once approved, providing they do not change the profitability of the event. More substantial changes will require the approval of the Curia or the Financial Committee. All expenditure will be subject to the rules and regulations of the Society for Creative Anachronism, and the Kingdom of An Tir. which take precedence to any rules herein."

Selection of Regional Badge After discussion on the ideas submitted the members of the Curia and Region present adopted the following as the first step to regional identity - A Badge - Fieldless. a cross of four ermine spots conjoined gules All are HIGHLY encouraged to make use of this. A suggestion was made that it be included in a cover corner of branch newsletters. It was also noted that this may be subject to review & change.

Selection of Regional Name: Submissions for a regional name will be accepted until May Crown. After that they will be checked for ability to be passed and then a list forwarded to branches for publication in branch newsletters and the broadest possible other coverage. The names should be presented in June and July for the populace to view. The decision, based upon receiving enough, & appropriate, input will be made at South Sound. HUGE THANKS to Baron David, Countess Elisabeth, HL Maryn and ALL Heralds who assisted with this project!!! Your efforts are greatly appreciated!!

Upcoming Events

Regional Feast - After receiving several comments and questions about this event after the last Curia the Seneschal opened the floor to any and all questions on the event and asked the autocrat to address the involvement of all the branches in her plans. That being said the autocrat reported that plans are underway for a feast to be held c February 20th at the Kitsap County Fairgrounds. Site fee is $5.00 Feast fee is $l0.00 (Copy will be sent out very shortly and should be appearing in the Crier this month.)

The menu is tentatively set. The autocrat asks branches to step forward to volunteer to take speed areas of the event to work towards its success. At the meeting Blatha An Oir stepped forward to help with entertainment. The event needs the support of all the branches it is to be the success it can be. Please contact HL Kassandra in Dragon’s Laire if you like to assist in the Regional Bardic. HL Ellen Frazier - reported that the site has been acquired. The event will take place the weekend of March 27/28 at the Eagles Hall in Poulsbo - located in Dragon’s Laire. HL Ellen is handling coordination of the site Julian Sinclair is autocratting the actual Bardic. After discussion around the regional identity issue it was decided to call the event - The Ermine Cross Bardic Competition. (Not the Bob Bardic). Event copy is forthcoming with more specific information.

South Sound - HL Eric d’ Dragonslaire and Baroness Sancia offered a bid to autocrat the next South Sound Tournament. HL Eric asked if Glymm Mere would act as sponsoring branch. Their Excellencies of Glymm Mere will be bringing the matter before the populace for a final decision. The autocrat team will be contacting branches about offering support for individual endeavors around the event. The bid was accepted and a progress report would be appreciated at the next Curia meeting.

The seneschal reminded those present to take back to their branches that Kingdom Law is explicit on the matter of dealing with underage drinkers at events. Law Enforcement is to be notified without exception.

Sound Campus lthra: Chancellor spoke on the activities of the campus and what it would take for a branch to put on an Ithra. Will be added to Curia regular report list Next meeting is schedule for sometime in the Spring - time and date to be announced, subject to review and change.
