With the newer digital cameras, the images are stored on a memory stick on the unit.

Using a USB cable, you can select one or more images to transfer onto the computer. The camera becomes like another accessible drive unit.

You choose the photo and copy it onto the pc. From there, it can be e-mailed anywhere.

The facility to burn would depend on whether the cafe had a cd burner or not.

Access to a USB port is not uncommon for more modern pc's which have them as standard (probably over the past 3-4 years).

Another facility that's being offered by a lot of film processing labs here in Australia, is to have your pictures burnt onto a cd-rom, *when* they are being processed.

If they are done after the negs have been printed (ie. as reprints), you end up with cd's that don't have correct colour renditions. This is because apparently the machine operator determines the correct colour balance when the negative is being processed to create a positive image.
