He was the number one contender for the longest time.  I don't believe he was ever given a title shot.  He was given one title shot for the common wealth title in which he won.  He stayed without a title with so long, most people would complain about the fact that he's number one contender and guys like Big Show are getting all the title shots.  Thanks for not driving me over the edge Rey
