United Nations Declaration on the Rights of
Indigenous Peoples

Adopted by General Assembly Resolution 61/295 on 13 September 2007

Article 3.

Indigenous peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.

International Covenant on Civil and Political Rights Adopted and opened for signature, ratification and accession by General Assembly resolution 2200A (XXI) of 16 December 1966

entry into force 23 March 1976, in accordance with Article 49

Article 1

1. All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.

2. All peoples may, for their own ends, freely dispose of their natural wealth and resources without prejudice to any obligations arising out of international economic co-operation, based upon the principle of mutual benefit, and international law. In no case may a people be deprived of its own means of subsistence.

3. The States Parties to the present Covenant, including those having responsibility for the administration of Non-Self-Governing and Trust Territories, shall promote the realization of the right of self-determination, and shall respect that right, in conformity with the provisions of the Charter of the United Nations.

Organisasi Pribumi Papua Barat (OPPB) adalah Organisasi yang berjuang untuk melindungi dan mempromosi Hak-hak Pribumi Papua Barat berdasarkan Deklarasi Perserikatan Bangsa-Bangsa (PBB) tentang Hak-hak Asasi Masyarakat Pribumi melalui Resolusi Majelis Umum PBB nomor: A/Res/61/295 pada Sidang ke-61 Tanggal 13 September 2007. Organisasi ini mulanya didirikan pada tanggal 22 Juli 2002 di Asrama Putra Universitas Cenderawasi Jayapura unit 2, PERUMNAS III Waena dengan nama AWPISY (Association of West Papua Indigenous Students and Youth) atau dalam bahasa Melayu: Perhimpunan Pemuda Pelajar dan Mahasiswa Pribumi Papua Barat. Kemudian dikembangkan menjadi OPPB pada tanggal 25 Desember 2008 di Manokwari. Organisasi ini Resmi terdaftar di Dewan Ekonomi dan Sosial Perserikatan Bangsa-Bangsa (UN of ECOSOC). Hingga kini baru terdaftar sekitar 30 Organisasi Pribumi di PBB. Organisasi ini secara resmi bekerja di bawah Perserikatan Bangsa-Bangsa seperti Komisi Tinggi PBB untuk Hak Asasi Manusia (UN of OHCHR), Organisasi Buruh PBB (UN of ILO), Organisasi PBB untuk Pengungsian (UNHCR), Dewan Ekonomi dan Sosial (UN of ECOSOC), Sidang Forum Permanent PBB untuk Masyarakat Pribumi (UNPFII), Group Kerja Masyarakat Pribumi (Working Group of Indigenous Populations), Bank Dunia (Work Bank), Komisi Anti Kekerasan PBB (Unation Nation of Committe Aignts Torture), dll. Dan secara resmi lagi, didaftarkan sebagai organisasi Pribumi dibawah naungan UN of ECOSOC sehingga kedudukan Organisasi ini sama seperti Organisasi-organisasi Internasional PBB (IO) dan NGO.
OPPB berpusat di Manokwari dan dibantu oleh beberapa cabang lainnya di seluruh kabupaten se-Propinsi Papua dan Papua Barat, yaitu Manokwari, Serui, Biak, Sorong, Nabire, Fak-Fak, Merauke, Puncak Jaya, Bintuni, Sorong Selatan, Pegunungan Bintang Wamena, Timika, dan beberapa daerah Pemekaran Kabupaten baru.

Misi Kami : Memperjuangkan Hak Pribumi Papua Barat Untuk Menentukan Nasib Sendiri (Self Determination) Sesuai Deklarasi PBB Tentang Hak-hak Pribumi Pasal 3 dan International Covenant on Civil and Political Rights Pasal 1.

57. The Permanent Forum calls on the World Bank to activate the 2005 Extractive Industries Review in order to address the impact and legacy of extractive industries on indigenous lands, territories and resources.

58. The Permanent Forum invites the Chairman of the Special Committee to report on the decolonization process within the Pacific region to the Permanent Forum at its eighth session in 2009.

59. The Permanent Forum recommends that the United Nations High Commissioner for Refugees ensure a significant focus on refugee issues in the Pacific region, giving particular attention to the vulnerability of indigenous peoples in that region.
