Jersey (Nick Cheung) aspires to be the greatest gambler he can be. Being both cunning and possessing great fighting skills, he has all the attributes and appears to have reached the pinnacle of his profession after defeating arch nemesis Turkey (Leung Ka-Yan). After winning lots of money, Jersey and girlfriend Banana (Christy Chung) go to a local restaurant. There, the manager of the place (Wong Tin-Lam) tells Jersey that compared to the legendary Cool (Louis Koo), Jersey is only small fry. However, 3 years ago, Cool disappeared. That night, Banana convinces Jersey to take a trip to Japan.

On their vacation to Japan they run into Cool, who’s now a low-key restaurant owner. Jersey is dismayed that his idol is selling sushi instead of making money at the gambling tables. He vows to bring Cool back, but soon learns the true nature of Cool’s self-imposed exile. Cool is watching over his ex-girlfriend Karen (Athena Chu) who is now a vegetable as a result of shielding Cool from a bullet during her wedding. Karen is married to Cool's rival, Yeung Kwong (Ben Lam) who was once Cool's right-handed man. Yeung Kwong has allied himself with Japanese Yakuza boss and fellow gangster Tetsuo (Yasuaki Kurata) to take over the casino. Jersey also sees Karen being abused by Yeung Kwong. Tetsuo catches Jersey and a fight ensues. Jersey escapes and that night, Cool tells Jersey the true story of what happened 3 years ago. 3 years ago, in a game against Joe (Joe Cheng) of Causeway Bay, Joe accuses Cool of cheating. It was supposed to be Cool's final game. However, Karen caught Cool with another woman, a set up by Yeung Kwong, and she ran off with him.

Cool and Jersey take on Tetsuo. Jersey is challenged and loses. When he is tortured, Cool takes over and defeats Tetsuo. Tetsuo accepts the defeat but hopes they can have a really good match one day. When hearing upon what Yeung plans to do with Karen, they plan to rescue Karen. When they succeed in doing just that, the group heads back for Hong Kong. However, Tetsuo wants to challenge Cool into a true game, while Yeung Kwong has other plans. As if that wasn't bad enough, Karen may not be exactly who she is. Will Cool and Jersey be able to get back the honor they rightfully deserve, or will Yeung Kwong ruin everything???
