THE TRUTH ABOUT THE ALLEGATIONS OF COL VICTOR CORPUS and OTHER GMA ADMINISTRATION EFFORTS AGAINST SENATOR LACSON

I was once a student of then newly reinstated LT COL Victor Corpus in 1987 while we were taking up Basic Officers Course. He discussed to us, his book "The Silent War" and the Special Operations Team Concept, Lambat Bitag I, etc. In fact I bought a copy of his book and had my overseas cap authographed by him. That was 15 years ago and the next time I saw him was in Apo Hotel, Davao City in 1998 where he was one of the convening group members comprising of religious, military, civic and local government officials who were working for the development of the Liguasan marsh area in Mindanao where kidnapping for ransom victims were kept at that time. Then Director Lacson as Chief of PAOCTF was also there to support the effort. And that was it. Probably that was also the last meeting between Senator Lacson and Col Corpus prior to 2001.

Suddenly, in March 2001, two months after GMA took over the Philippine government, Col Corpus as new ISAFP Chief tried to coerce and threaten Sr Insp PONE, then of the PNP CIDG Region 3. Sr Insp PONE was attempted to be recruited to testify, concoct stories against then candidate Senator Panfilo Lacson and promising Sr Insp Pone heaven and earth and other perks or rewards in exchange for the hatchet job. Sr Insp Pone stood ground, told Col Corpus that he has not meet yet Senator Lacson in person. Eventually, a criminal charge was filed against Col Corpus by Sr Insp Pone for the grave threats made to the young police officer. During the Senatorial campaign in 2001, an alleged meeting of political and military intelligence operators was held in Malacanang. Col Victor Corpus allegedly attended the meeting and they concluded in that meeting that Senator Lacson should not win in the elections for reasons known only to them. But there were four reasons cited in those Meeting meeting which were repeated by Victor Corpus in the Senate hearing. OPLAN LUCKY NINE was already in place at that time. They even made use of the free website of oocities.com to create very malicious, false accusations and black propaganda against then Senator-candidate Lacson, PAOCTF and his former people. The bloody dispersal of May 1 rallyists in Malacanang followed by the declaration of the unconstitutional "State of Rebellion" and still to be followed by another unconstitutional order of warrantless against then Senator Juan Ponce Enrile, former Ambassador Ernesto Maceda, Senator Gregorio Honasan, candidate LACSON , Col Marcelino Malajacan, Director Victor Batac, SrSupt Cezar Mancao, Supt Diosdado Valeroso, SrSupt Michael Ray Aquino, a certain Cezar Taneda and Ronald Lumbao were issued. HDO No ADO-01-147 (Hold Departure Order) was signed by Commissioner Andrea Domingo. Candidate LACSON, Senator Honasan, Cezar Mancao and Michael Ray Aquino went underground while they questioned the legality and constitutionality of the State of Rebellion and warrantless arrest. All government resources were concentrated to get and find the above personalities but NBI, AFP and PNP operatives tasked to monitor and arrest them kept on advising their targets on their plans. May 14 election came and the slow canvassing of votes went on. In some areas Malacanang and all its resources were monitored to be giving pressures in some vote-rich and command votes or leader-oriented places to make some alterations on the results. Senator Lacson convincingly won ranking tenth with 10,300,000 plus votes in the election. Another attempt to refile charges of the Kuratong Baleleng, and other cases were made by the DOJ and the Ombudsman to prevent him from taking the oath of office as a Senator. But, their ammunition fell short and COMELEC declared candidate LACSON as one of the winners defeating all efforts to prevent him from winning a seat. But, they did not lose hope and some last ditch effort were made.

Acting on orders from "above" the AFP, PNP and NBI intelligence units were further tapped to gather information and monitor Senator LACSON. Seeing none, they still proceeded by "inventing" and by "making a script." They released their stories to the "rumor mill", text messages, internet, and extortionists masquerading as journalists. Some of their invented stories came back to them and when it came back to them, they themselves believed their invented stories. The DND and DILG chiefs probably blinded by their men also believed the story. The DND Chief tried to make counterchecks with known anti-crime crusaders on the stories he heard. He was politely told that if Senator Lacson has consistently implemented his "NO-TAKE policy" such as not receiving cash rewards by kidnap or robbery victims, ordered all PNP not to accept rewards offered by insurance companies to units recovering a carnap vehicle and likewise advised insurance agencies of his policy, refused to dip his hands on "jueteng money", it is illogical for him to be involved in illegal drugs. Drugs money is too dirty, the crusader added. But it seems that the pressure is there and so they must complete the script which is still unbelievable and incomplete.

To complete the story, the next scenario will be a circus and a series of comedy of errors. Sensing an opportunity, some people in the military and police tried to take advantage of the situation. They requested for a big budget (P12 million) to proceed to the United States on a junket. SrSupt Rodolfo Mendoza now rewarded provincial director of jueteng rich Pangasinan, Lt Col Mario Chan (with ISAFP), now military attache in India, both members of GMA's adoptive PMA Class of 1978, Babes Pelaez, Inquirer correspondent Christine Herrera of the now famous "Freedom Force", Mary Ong @Rosebad, Atty Janumay of DOJ, and SP02 Egdon Liscano went on a vacation to Hongkong and United States on June 2, 2001. There are reports that Ramon Tulfo of Inquirer also linked with them in San Francisco. After a month of international mission, they arrived and "boom" Christine Herrera (she is the same person tasked by Malacanang and Dodi Limcaoco to "leak" the freedom force story-her onnection and role is coming out) authored the "scoop" wrote 11 account numbers with 16 digits each allegedly of Senator Lacson. Until now, they have not substantiated their story. Victor Corpus took the cudgels and believed all these stories "hook and line sinker". All of these backfired.

This will be followed by the sudden appearance to the public of Angelito the un(Ador)able Mawanay who fooled Jesuit priest Fr Tito Caluag (the one who officiated the burial of RICO YAN) and swindled a lot of cellular phone enthusiasts. Mawanay has his own script of demolition against Senator Lacson and VICTOR CORPUS believed in all his stories as a "gospel truth." Corpus later realizes and discovers the swindling activities of Mawanay. Too late. ISAFP people helped him get a passport and based from the last information gathered from disgruntled members of the unit, they were processing a Canadian visa for Mawanay and his family. Where is Mawanay now? He was recently disqualified to avail of the Witness Protection Program. Erstwhile Press Secretary Bobi Tiglao took him into custody. But Corpus has yet to comply with his promise to resign. While he is engaged in politicking, the country is rocked by bombings, explosions, kidnappings by extremists and criminal groups, international drug traffickers/couriers entering the country getting alien certificate of registration and LTO drivers licenses, etc.- all of them went unnoticed by the AFP's top spy.

The self-righteous, the messianic and the self appointed-saviour of our country from drugs, VICTOR CORPUS said that his expose on drugs stemmed from narco-politics. But he was not able to prove or substantiate his claims. In recent months, weeks and days, there has been some arrests made by the Narcotics group, other units of the PNP, Bureau of Customs, NBI, Coast Guards/Philippine Navy, and the National Drug Enforcement but nowhere that you will find any links of Senator Panfilo LACSON nor his former people at PAOCTF in all those cases or arrest. Where is the unofficial reports from the FBI? Director Wycoco of NBIand Secretary Hernando Perez forgot to tell or remind Director Robert Mueller about their requests when he visited the country? Col Victor Corpus and company made the mistake of being witting "political tools" for persecution.

It is admitted that drugs trafficking is a major problem of our country. But, if there was a time that drugs prevention, drugs trafficker arrests and neutralization using the two-pronged strategy of "market constriction" and "supply reduction" was at its peak, it was during the time of Senator Lacson as Chief of the Philippine National Police and concurrent Chief of the Presidential Anti-Organized Crime Task Force. The records of its successes will speak for itself. Some of the highlights of its success were documented by the National Drug Law Enforcent and Prevention Program, foreign counterparts such as the Narcotics Bureau, Hongkong Police, US Drug Enforcement Agency, Australian Federal Police, Macau Judiciary Police, Taiwan's Ministry of Justice Investigation Bureau and the media. Some of these were the seizure of 125 kilos in Burgos, Ilocos Norte, 425 kgs in Infanta, Pangasinan, 300+ kgs in Quezon, 108 kgs in the Bureau of Customs area, 120 kilos in Paranaque , 26 kilos in Makati City etc and the arrest of several mainland Chinese drug traffickers with their Filipino contacts, arrest thousands of street drug users and pushers. The close coordination with foreign narcotics operatives also prevented these international drug traffickers from establishing a drug laboratory in the country for fear of being discovered/arrested. At that time the only mode of bringing in the most common illegal substance of abuse (Shabu) was "ship to shore" smuggling operations.

So, Col Victor Corpus as described by Director Reynaldo Acop, former Director of the PNP Narcotics Group is fighting the wrong enemy. Yet, upon the incoming retirement of Director Miguel Coronel, the head of NDEP, Col Victor Corpus is being groomed to be the head of the premier drug agency. God Bless the Philippines!

This will be an interesting match-up with the current Chief of the Philippine National Police Leandro Mendoza. Some reliable sources from ISAFP said that Corpus prepared a two-inch thick derogatory report against CPNP MENDOZA last December and it was submitted to Malacanang. To Corpus' surprise, Mendoza's term was extended by his boss.

But wait, what is this report received that an assssination squad was formed by Col Victor Corpus' and his ISAFP's MIG 15 (National Capital Region) against Senator Lacson? FRUSTRATED? or kangaroo politics?
