JOB ANNOUNCEMENT

ENVIRONMENTAL WARDEN

Department of Natural Resources; Bureau of Law Enforcement; Fitchburg. The employment eligibility register created from this recruitment will be-used to staff vacancies in this classification which may occur in various locations around the state during the next six to twelve months or longer.

The first vacancy is expected in November 2000. Starting salary is approximately $35,000 (Union scale changes pending) per year. This position is included in the Security and Public Safety Bargaining Unit. A probationary period of up to 24 months may be required.

JOB DUTIES:

Conduct and coordinate investigations of criminal and complex civil violations of environmental laws. Develop investigative plans for specific incidents; determine staffing needs. Direct collection of evidence by conservation wardens and technical staff; ensure integrity of rules of evidence.

Monitor other investigators in collecting evidence, conducting interviews and preparing reports; ensure protection of rights and admissibility of materials.

Conduct or delegate record checks, interviews of witnesses and interrogation of suspects.

Compile investigative reports; assemble evidence for potential prosecution.

Refer completed case to district attorney or attorney general staff.

Provide technical and investigative counsel to conservation wardens conducting environmental investigations; review,
analyze and evaluate case progression and completeness upon request.

Identify training needs; schedule interdisciplinary environmental enforcement training.

KNOWLEDGE REQUIRED:

Wisconsin Administrative Codes, State Statutes, federal laws and regulations, court decisions and legal opinions relating to Wisconsin resource management and environmental protection; department policies and procedures relating to protection of
fish, wildlife, air and water; state and federal criminal laws and investigative techniques applicable to conspiracies, white-collar crimes and organized crimes ancillary to illicit disposal of hazardous/toxic wastes; techniques used to develop, implement and monitor law enforcement program; effective leadership principles utilized in assigning, prioritizing and reviewing employe work activities; effective communication techniques. As applicable, extensive knowledge of hazardous spills which endanger the
environment and human health.

SPECIAL REQUIREMENTS:

Appointment to a position in this classification will be subject to: 1) be at least 21 years of age upon appointment; 2) have NO unpardoned felony convictions or convictions of domestic violence laws as defined in the Federal Omnibus Consolidated Appropriations Act of 1997; 3) successful completion of the DNR Physical Fitness.Test Battery, psychological profiling and medical exam; 4)successful completion of background investigation; 5) training required to be certifiable or be currently certified by the Law Enforcement Training and Standards Board as a law enforcement officer; 6) maintenance of those skills required to retain law enforcement credentials; 7) possession of a valid driver's license throughout employment; 8) completion of four year of higher education (i.e., about 120 academic credits) or the combination of a two-year Associate degree (or at least 60 college credits) AND two years of law enforcement experience as a certified law enforcement officer; and 9) must reside within 15 miles of the South Central Region Headquarters and have a listed telephone on the same exchange as the South Central Region
office.
