RFC - Request For Comments

RFCs are the standarts for the protocols of the web
any one can suggest an RFC and them everyone can make 
comments on it, RFCs are published on the net and are
free to view and use.
RFC-1118 is The Hitchhikers Guide to the Internet.
i suggest you read it to understand more about RFCs
