Todd, I am in no posession of any other information. When I said I have nothing else to say it is because I do not know anything else outside from what we were told at the meeting with Sissy Tanner.

I also had absolutely nothing to do with the letter in which FOCA complained about the Bill 239, if that is what you are trying to imply.

As for the make up of the park's management board: the questionnaire sent to the cottagers by the LSC last Fall asked questions about how the cottagers think they could get involved in the planning and the management of the park. I said that the cottagers needed to be represented in the planning and management committees and I urged everybody to do the same. I also sent out letters on the  subject to the MNR and Chris Hodgson.

Todd, I am not going to comment on your reply to my remarks re the objectivity of the selection of the documents you have sent. The fact, that you did not include the most recent FOCA document in your selection just proves my point.

It seems you have commented. I revert back to my previous email. Maybe you can explain to me why the document was posted on the Website under a one line title and in March. It was never sent to me or was I notified of the position.  Also could you tell me what KHSS Cottage Associations were consulted on by FOCA in addressing their concerns surrounding the process of Bill 239 ? WLCA was not, ALCA was not, Loon Call was not, Long/Loucks was not. Let me guess..... specific cottagers had input .........

Let me address the issue raised in the letter from the Algonquin cottager: at our AGM last August Sissy Tanner and Nancy Wilson told us that the fees the cottagers may or may not be subjected to are a matter for the future management plan. A management plan which will be prepared with the cottagers's cooperation.  That is all I can tell you.

You mean you have more information but you cannot tell me ? I wish you would. Before I make decisions of this nature I prefer to have the information before the fact.  I would also like to know the make-up of the management advisory board to ensure cottagers are properly represented. Do you have any insight ? I will be able to add more on this very soon.  I believe the concerns surrounding this point were raised at our AGM and responded to with "You'll just have to trust us". Not very reassuring.

I shall bounce the question back to you: the SGKH (of which you are a member) is one of the groups which are presently discussing the LSC's recommendations with the MNR/Ontario Parks and Chris Hodgson .  Has not the  SGKH brought up the matter in the discussions that are underway? What was the response?

Yes the WLCA, of which you are a member,  is a voting member of the SGKH. As I pointed out in the Newsletter the consultation process  with the MNR/Ontario Parks and Chris Hodgson is underway.  Three other groups are also involved in this consultation, Partnership for Public Lands, consisting of three environmental groups, the LSC and the Ontario Federation of Anglers and Hunters.

I'm sure you are aware the SGKH met last night to discuss the Charter under which legislation is to be drawn upon. I can tell you that the fee issue has been addressed by the SGKH, along with many others with the MNR and Ontario Parks. But again I'm sure you are aware that I had to sign a confidentiality agreement with the MNR/Ontario Parks. So at this time I am unable to share any further information, something I took issue with at the meeting. Typical of this whole process really when you think about it. The legislation is likely to be introduced shortly and at that time I can provide a complete update.  Unless you have anything further to share surrounding the issue?

Dana,

The collection of documents included I believe are objective and were included to keep those cottagers who are not electronically linked updated. I provided the FOCA document for background information and made no attempt to hide when it was written, as you have implied. My point in including it should be obvious, the process and the problems which surround it, then and now, have changed little from inception. If you read the article it was written as a result of FOCA’s, director Gerry Hunnius, involvement with the Great Lakes-St. Lawrence round table. Not at the beginning as you stated. The article points this out quite clearly in its first few paragraphs, it even references a previous article written by FOCA at the beginning of the process "MNR Protects Ontario’s Land for Life" FOCA News Nov/Dec 97. A full year earlier.

Your comments, on objectivity are your own opinion, and with respect to the FOCA article inaccurate and misleading. I believe that members will be able to ascertain the level of objectivity for themselves. The facts of the FOCA article speak for themselves. Your comments in this regard add nothing to the discussion.

I did not include the recent FOCA letter which you have attached for several reasons. The most obvious being that it is a direct submission by FOCA to the MNR regarding Bill 239. It was prepared by Gerry Hunnius, FOCA’s Environment Chair Emeritus. In my discussion with Wendy Moore on FOCA’s position regarding the KHSS she stated, and I am quoting, emphasis is mine.

"In this letter Gerry Hunnius, FOCA’s Environment Chair Emeritus, voiced our opposition to the Bill. FOCA did not comment on the content of the Bill; instead we objected to the lack of due process. In part we stated "Citizen participation and due process are fundamental cornerstones of a democratic society. The introduction of this Bill violates these principles. On these grounds alone, we urge you to withdraw Bill 239."

As a result I included the Nov/Dec 98 article to point out the shortcoming of this process from the beginning, a point clearly echoed in FOCA’s January 24th, 2003 letter to the MNR. I believed the earlier article is very relevant to the overall process. It's fair to say most are aware of the current debacle as stated by FOCA's letter to the MNR.

It would be much more helpful to the membership if you could help explain or shed some light on the Ontario Parks letter included in the package. As a private property owner I  would be interested in getting some answers.

The highly subjective collection of documents sent by Todd Kearney as the Spring Newsletter contained a 5 year old letter from Wendy Moore, the Executive Director of the FOCA.  That comment was written at the beginning of the Lands for Life project. Since then FOCA became involved in the project and one of its directors was a member of the citizen Round Table for the Great Lakes-St. Lawrence region.  Please find attached another, this time a recent FOCA letter, stating its position vis-a-vis the future of the KHSS.
