C3 is the quintessential city-building "god" game in more ways than one. Set in the Roman Empire, you start as a lowly citizen and work your way up through a dozen or so branching scenarios to achieve the rank of Emperor.

C3 offers two options for play: a Career or the City Construction Kit. In Career Mode, the game consists of about a dozen branching scenarios, beginning with tutorial-level city-building and working up through some very long and involved assignments. You'll spend weeks of your life on a Career. Not unexpectedly, you start at the bottom with the rank of Citizen. As you complete each city, you are promoted in rank. You may then choose between two new assignments, one in a peaceful province, the other in a more contentious neighborhood. There are no difficulty levels as such but each scenario gets tougher. A complete career covers the rise of the Empire beginning in 350 BC. Why, you'll be over 400 when you finish.

The misnamed City Construction Kit is neither an open-ended random scenario generator nor a scenario editor. It's simply a set of 12 standalone scenarios of varying difficulty. You may also replay any of the Career Mode scenarios but only after you've reached that level on your career path. Otherwise, tough wing nuts. Overall then, C3 provides only a set of scenarios, however robust. The gods of replay ability are not amused.
