I quote from page 311 of "The X-Files Book of the Unexplained Vol. 2" by
Jane Goldman (the "Alien Abduction" chapter):

        In another first person account, _The Alien
        Jigsaw_, Katharina Wilson describes 119
        encounters with aliens over 26 years, which
        included meetings with the dead, time-
        travel, psychic experiences, and a vision
        of an eight-foot tall floating penguin.

So... does this mean the Zete Reticulans are elligible to join the BPAS?
