| The project recognizes the vital link between poverty reduction, basic human rights and sustainable development. It works at reducing barriers limiting the participation of the most disadvantaged in society. The project is findamentally aimed at providing a better life for the most marginalized people in Filipino society, namely the young women involved in prostitution. The primary focus of the project is Women in Development as it strives to change attitudes and structures related to gender issues. More specifically, the project focuses not only on helping to increase the capacity of two women's non-governmental organizations, WEDPRO/Coalition Against the Trafficking of Women - Asia and Soroptimist International of Angeles City, to influence government institutional mechanisms, but also upgrading capacity in these two organizations and other related non-governmental groups to undertake community and peer education. Because the project focuses on women, it is unable to include the males involved in prostitution who are also exploited by the system. The project also emphasizes the promotion of responsible governance and strengthening the capacity of democratic institutions, non-governmental organizations, educational institutions and people's organizations in the Philippines. The project aims to sensitize police and judicial structures to the plight of women working in prostitution. It also aims to strengthen existing governmental institutions, namely the PNP and the courts, in order to address the problems of women in the sex trade. By strengthening and empowering Women's Desks throughout the PNP, by increasing awareness of gender issues among male police officers, and by addressing the training of judges and other law enforcement officials, the project will help to create institutional change in the Philippines to better reflect good governance and democracy and protect human rights, particularly in reference to women and girls in the sex trade. |
