I would like to place a threaded hole on a bolt circle at say 30 degrees
from the y-axis (1:00 o'clock). What is the best way to do this. I know I
can use Pythageron's theory to calculate the x and y coordinates, but can I
somehow do it, by constraning the work point to the bolt circle?

Hi Kevin:
How about placing a work point on the surface and then dimensioning it with
one radial dimension equalling the bolt circledia/2 - (could use a design
variable[say bolt_circle] for this if the bolt circle is not referenced
already) and then set the 'X' distance by using the equation:
=bolt_circle/2*sin(30). I have used this a number of times and it seems to
do the job.

Hi Kevin
I usually sketch a work-axis (RMB in browser and choose "edit" to constrain
it to existing geometry) at an angle, then project-constrain a workpoint to
this work-axis and dimension it to the centre. You might need a workplane or
a horizontal work-axis to be able to dimension the angled work-axis,
depending on your geometry.

Per has hit on the method I usually employ. When you
edit the sketched axis, you can add construction
geometry to the original line forming the axis sketch.
You may want to add a construction circle and a vertical
or horizontal construction line to clock the hole from.
