> Denbighshire to Become First Operator in North
30 June 2003
In a pilot initiative, Denbighshire Council is advertising for a Lead Driver and a PCV Driver in order to begin in-house school transport operations. Operations will be in the Ruthin area. Denbighshire will be the first authority in North Wales to do so.

> Community Transport in Wrexham

Wrexham Council will be holding a community transport seminar on 7 July 2003 at the Stiwt, Rhos, following the conclusion of its Community Transport study.

> Wales & Borders Franchise

An announcement as to the successful franchisee for Wales & Borders is expected at the end of July 2003. It is now believed that any handover will take place in November, not October as first thought.

> Five Trains to London and More via Wrexham ?

With the publication of the SRA's West Coast Strategy comes the possibility of five rather than three trains each day between North wales and London. Services from Holyhead to Birmingham may operate via Wrexham as an alternative to using the West Coast Main Line via Crewe. The SRA believes that this is a viable and indeed quicker option but may not result in any additional trains on the line. However, the RPC Cymru comments on the possible increases in journey time and the loss of through services to Crewe, with its connections.

> Chester Bus Exchange Incident

There are reports that this morning at Chester Bus Exchange that an Arriva Service 10 Linxx liveried Dennis Dart shunted the rear of an Arriva Alexander bodied Dart on the 401 to New Brighton, sending in to a brick shelter at the front. This resulted in a broken front windscreen and six shattered windows on each side with suspension collapsed on one side.

The rail line from Chester to Shrewsbury is due to close from 2300 on 5 July to 1100 on 6 July between Wrexham and Gobowen only.

Sunday 1 June saw Wayfarer TGX ticket machines installed on Wrexham's Arriva buses. This follows the recent purchase by George Edwards & Son of Almex machines for that firm's vehicles, Edwards' first ever ticket machines of any kind. TGXs, already installed at Mancot Manor Lane, will progressively be introduced across Arriva North West & Wales' depots in the Principality.

Every household in Rhos, Johnstown and Penycae near Wrexham will this week receive a leaflet giving a commitment to evening and Sunday services which were withdrawn earlier in the year owing to crimnal dagame to buses. Arriva and Wrexham Council aims to reintroduce services through these areas from 15 June 2003.

The North Wales Weekly News reports on the completion of a project at Tal-y-Cafn on the Conwy Valley line which, following the work of the Llandudno & Conwy Valley Railway Society, has restored the small station to its former glory.

In a surprise announcement, P & O Ferries which only some 18 months ago left Merseyside to concentrate its Irish passenger ferries interest at Mostyn Docks, Flintshire, is to pull out of the port, after it was redeveloped to take passenger traffic. This follows the take-over of P & O by Stenna. P & O blamed low profitability for the decision. What is difficult news for Mostyn does prove good news for the port of Holyhead, however, where Stenna currently operate to Ireland.

> Cheshire Propose Service Cuts

Cheshire County Council is currently consulting regarding a number of bus service cuts, two of which operate into North Wales. One is service 28 from Chester to Deeside Industrial Estate (Mondays to Fridays) and a second is from Chester to Wrexham via Holt on Sundays.

Magistrates have questioned why a Llangollen minibus driver found to be without his private hire driver's badge was taken to court rather than given a warning, according to the Evening Leader. However, the summonsing council defended its position on public protection grounds.

The Chronicle reports that a local First driver who was accused by the police of faking an on-bus knifepoint robbery at Bagillt has been cleared by the courts.

Letters have appeared in coastal local newspapers deploring the level of Sunday bus services on bank holidays in seaside towns with a plea for extra buses. However, plans are already in place for improvements to service 12 (Rhyl - Llandudno) to every 20 minutes on Sundays during the six weeks of high summer.

A Prestatyn mother who regularly uses the town's rail footbridge and who is said to have spent about £10 in phonecalls trying to get the structure cleared of litter and debris has done the job herself, after claiming she has been fobbed off by council and rail bosses, according to the Journal. First North Western Trains has subsequently taken responsibility for the structure's cleansing.

More details of a £47m plan to move slate waste along the Conwy Valley Line are emerging. In what is claimed to be a freight scheme that will safeguard passenger services, there is likely to be a loading depot at Rhiwbryfdir, creating 100 jobs in what is considered to be an economic blackspot and removing some 200 lorries, on average.

A correspondent in the North Wales Weekly News complains that the tracks outside every station between Holyhead and Chester are covered in litter and that this creates a poor image for tourists arriving by rail.

It was good to see the North Wales Weekly News report that passengers, including pensioners using the buses for the first time with with their free passes, were so impressed with the service offered by Arriva's Rhyl-based driver Sue Hughes that customers have been moved to flood Arriva with letters of praise.

The MD of Caernarfon coach operator Silver Star (Seren Arian) told the Coach Tourism Council's AGM how the company, now in its 85th year, had been successful in raising its profile, according to Coach & Bus Week. Silver Star is reported to use local radio and television opportunities, including a "fly on the wall" look at a holiday tour and offering free places as prizes on shows.

John Walker Styling has refurbished and restyled one of two Duple 425 JWS Starcruisers for Alpine Travel. The remodelling includes some internal change but most of the changes modernise the external appearance of the vehicles.

As the main development end of the bus station buildings and Phase I of the bus station itself begin to take shape, with the removal of scaffolding, Monday 12 may saw the start of construction of the adjoining taxi rank. This involved moving temporary stand 2 and doing away with the associated bus shelter.

As poor weather put paid to Saturday's HGV road run and turned back most local entries on the "Crosville Day", Llandudno Festival of Transport organisers were appealing to visitors for support against local residents who feel that the number of caravans at the site over the May bank holiday weekend constitutes a "caravan rally", something that should be the subject of planning regulations.

> Labour Assembly Victory - Good for Transport?

With 30 out of the 60 seats at the National Assembly for Wales, the Labour Party has decided to dispense with its power sharing arrangements for the second Assembly. The Labour manifesto included promises to improve the quality if bus services, making quality partnerships a legal requirement, improvements to Traveline Cymru, developing community transport, expanding park-and-ride and offering half-fares for young people between 16 and 18.

With the much praised merger of the Economic Development and Transport portfolios, the new Assembly minister is Andrew Davies.

> Serco/NS Wins Merseyside

The 25 year Merseyside Electrics rail franchise has been won by by a joint company comprising Serco and NS, the Dutch state railway. The change will be effective from July when existing operator Arriva - which failed to make the shortlist - bows out. The win strengthens Serco/NS' bid for the adjacent Wales & Borders franchise. while disappointing for regional transport operator Arriva, the new franchise framework sees control transfer from the SRA to Merseytravel PTA/PTE which already works with North Wales councils in improving the adjoining Wrexham - Bidston Borderlands Line.

> School Transport Trouble

A possible shake up of school transport provision in Wrexham could threaten traditional links between primary and secondary schools in the county borough. The Evening Leader reports that the most significant changes might be to schools which currently enjoy free school transport to Ysgol Dinas Brân. However, the paper reports that there would be significant parental opposition to any changes.

Wrexham disabled people who cannot mount buses or who live away from low floor bus routes have again condemned Wales' free travel scheme as inequitable. One campaigner states that 500 people are affected, according to the Evening Leader.

The UK government's transport secretary has announced £40m of improvements to junctions on the busy A5/A483 between Chester, Wrexham and Shrewsbury and public transport improvements. Shropshire council received funding for financial year 2003/04.

Business organisation Chamber Wales which represents 5,000 businesses across the country has made transport its major priority in the forthcoming Assembly elections, according to the Western Mail. Improvements it would like to see include the upgrading of the North Wales Coast line and better north - south links.

> Bobbies on Buses aim at Busting Breaches

A partnership formed by Denbighshire Council, North Wales Police, the Welsh Assembly and Arriva has launched a project to thwart crime on buses. 20 vehicles, known as "Bobby Buses", will each have six internal and four external cameras.

The Western Mail reports that Virgin is likely to use a Pendolino for the morning train from North Wales to London Euston and the business return each weekday. The otherwise electric trains will be hauled by diesel. New diesel trains planned for North Wales have been used on Virgin's CrossCountry network. No date is given by the Western Mail for the change.

The Welsh Assembly Government has announced that from 1 May 2003, people over 60 and some disabled people will be able to use many scheduled long-distance coach services at half price.

The next meetings of the Denbighshire Public Transport Forum will be on 29 April in Denbigh and 30 April in Prestatyn. Meetings are open to the public and offer an opportunity for those participating to contribute towards transport development in the county.

More people use public transport to get to and from work in Wrexham than anywhere else in North Wales where 5.9 per cent of workers use buses or trains, whereas the figure for Conwy is 5.0% and for Anglesey, it is as low as 2.9%.

Frustrated Flint leaders are to take their fight for London Euston services to London in an attempt to persuade the SRA to introduce regular stops, according to the Flintshire Chronicle. Flint Town Clerk commented that Flint as "a fully integrated transport structure".

The Flintshire Chronicle reports that £230,000 has been set aside for improvements to Holywell's bus station, as part of a £1.5mil grant for the town.

> Dial-a-Ride now Fully Active

The Vale Advertiser reports that the South Denbighshire Dial-a-Ride for Denbigh and Ruthin, which was set up from January 2003, is now fully operational for those unable to use the bus service. The return fare from Denbigh to Rhyl, at £9, is reported as half that charged by taxi.

> Bid Documents Look at up to 40% Cuts

Four bidders have lodged documents for the Wales & Borders rail franchise. Cash strapped SRA has requested bidders plan for up to 20% cuts. However, the Western Mail reports a spokesman for one bidder who implies that the cut may be double the 20% because access costs are fixed. Those submitting bids are Arriva Trains, GB Railways, National Express and Serco/Nedrail.

Roadworks which have been disrupting bus services between Wrexham and Llangollen are to be suspended from 12 April 2003 to 11 May 2003 inclusive. The road will be completely closed for one week to 10 days from 12 May.

Long standing Wrexham bus service operator D Chaloner & Son bowed out on 28 March 2003, after more than 70 years public service. GHA Coaches, trading as Hanmers, are set to take over the service on and from 31 March 2003, at the same times as Chaloner's.

> Men Over 60 Launched!

Minister for Environment Sue Essex launched free travel for men over 60 at both Bangor and Wrexham today. Wrexham's launch, against the background of the vibrant French Market, used GHA's super low floor Plaxton President with Dennis Trident body, suitable lettered for the Corwen to Denbigh service 151. From 1 April 2003 and for the first time, the same concession is available for both men and women over 60.

> Deeside Shuttle Statistics

Coach & Bus Week has revealed some more information about the Deeside Shuttle, Flintshire's innovative demand responsive transport network. The Shuttle has attracted £400,000 of initial funding from the Welsh Assembly Government and more than 300 people have registered to use the service so far.

In addition to the stop at Station Road relocated following major works at Market Street, Denbighshire Council is to introduce a further town centre stop in Ruthin at the higher end of Market Street near St Peter's Square, for Denbigh/Rhyl buses (51) and some local services. Drivers will henceforward lay-over in the craft centre bus bays.

The Daily Post reports that the Talyllyn Railway near Tywyn is set for a £682,500 lottery grant towards a £1.2mil total required to transform the historic narrow grade railway which is said to have inspired some of the stories in Revd Wilbert Awdrey's Thomas books.

> Conwy Valley Closes

The Conwy Valley line closed between Blaenau Ffestiniog and Llanrwst North on 10 and 11 March 2003 owing to concerns over two railway bridges, including that at Roman Bridge. This follows both flooding locally and failure to complete bridge strengthening, owing to inclement weather. Road transport substituted.

47 Wales & Borders stations are set to receive a total of £2.5mil in upgrades, according to the Welsh Assembly Government. Little is being spent in the North, however with Barmouth station being only one of a handful benefitting.

Helped by a strong performance by its rail subsidiaries, Arriva announced an 11 per cent increase in its underlying profits, to £102mil. Operating profits from its rail business were up nearly 30 per cent.

Parents are again complaining that there is insufficient capacity on school buses between Ysgol Rhiwabon, Ruabon and Plas Madoc and Cefn Mawr. However, the Evening Leader reports that the County Council does not intend to provide any further seats on this route and that pupils from Plas Madoc in particular have the option of walking or catching an ordinary service bus. All pupils live within three miles of the school.

The North Wales Weekly News reports that parents in Llanfairfechan are concerned at the affect exhaust fumes might have on their children who use school transport to Ysgol Aberconwy via the Penmaenbach tunnel. Because road works mean that traffic currently uses the tunnel in both directions, there is concern that fumes are not being forced out of the tunnel and are building up.

> Vandalism at Llandudno Junction

In a further act of criminal damage, Arriva five buses were attacked at Llandudno Junction depot late on Sunday 23 February. Depending upon reports, either 16 or 17 separate pains were smashed. Two of the buses were repaired for Monday and entered service later that day.

Four Solos in blue and yellow are with Chester City Transport for its Chester to Whitchurch contract.

Lichfield City Coaches of Walsall is threatening to take pensioner tourists elsewhere following a £60 fine for double parking while unloading a party with luggage at a Llandudno hotel. The driver hand 62 cases to unload for clients, all of whom were elderly and disabled, according to the North Wales Weekly News.

A mother of two died at the scene at Deganwy on Monday after being hit by a train, reports the North Wales Weekly News.

The North Wales Weekly News is offering to sort out difficulties for those travelling to work from the Conwy Valley by bus or train. It states that that residents of the Conwy Valley are "so poorly provided with public transport". This is in spite of seven trains per day along the valley and an approximately half-hourly service on 19/19A to Llanrwst.

The North Wales Weekly News reports that the coach park at Princes Drive Colwyn Bay is to be the site of new two-storey offices. The coach park has been under-used since it was built 13 years ago local residents state that the site suffers from vandalism. Nine months ago, a scheme was considered to coax coach parties to Colwyn Bay.

A discussion document now under consultation with staff suggests that employees at County Hall Mold should consider alternative ways to coming to work, other than by car. The report reveals that four per cent of staff use the bus for work.

Tv and radio advertising to encourage the 75,000 Welshmen between 60 and 64 to apply for free travel began this week as the age limit for men for this right is reduced by five years to that enjoyed by women. This will bring the numbers eligible in Wales for free travel to some 675,000.

Problems on the evening 12 from Wrexham to Brymbo have forced the suspension of this service on Tuesday 11 February 2002 in the evening. No other details are currently available.

Three days after the Evening Leader revealed that the number of recent stone-throwing attacks on Arriva buses in the Rhos area hit five, news comes of a further problem, this time in the Queens Park area of the town. With effect from 10 February, GHA's evening 41A service to the Industrial Estate has been diverted away from the estate following what is reported to be a second smashed window. The service is will operate via Hightown, the A525 and Cross Lanes to rejoin its normal route at Pentre Maelor. The press has revealed more about Flintshire Council's Demand Responsive Transport initiative due to start on the Deeside Industrial Estate on 3 March 2003. 14 seat fully accessible vehicles will operate on semi-fixed routes, apparently 24 hours a day. The vehicles will divert where there is pre-booked demand to do so. Such trips can be booked by computer or telephone and will cost the passenger £1 each. State-of-the-art communications will then instruct the driver where passengers intend boarding the vehicle. Transport is guaranteed and in the event of a bus not being available, a taxi will be on hand.

It includes. It gives two key dates: Autumn 2003 as the date the new all-Wales franchise is due to start and winter 2004 when Holyhead to London services will see faster services "at least matching current service frequency". Bowker says "I cannot isolate Wales from the sometimes difficult decisions that have been made to get the rail industry back on track".

Shropshire County Council has announced that from 3 February 2003 Pete's Travel will operate service 257 Whitchurch to Wem service, which meanders into North Wales at Hanmer and Bettisfield. This follows notice given by Bennetts Coaches. There are no alternations to routes or times. Other Shropshire services taken over by Pete's Travel are 206, 207, 217, 218, 227, 259, 345 and 820.

A further incident south of Wrexham has again forced Arriva Midlands North to divert its evening and Sunday services 2 and 5 away from Johnstown, Rhos and Penycae. It is understood that a brick went through a bus window on Friday 24 January 2003. The decision follows suspension of services in the area on 16 December 2002 until after Christmas, following a number of incidents.

Passengers using the Chester to Shrewsbury and Birmingham line on Sundays will face disruption for the rest of the winter. This is because of essential track and singalling maintenance.
  • From 2 February to 9 March the line between Wrexham and Shrewsbury will be closed. A bus service will operate between Shrewsbury and Wrexham with connections at Wrexham by special trains running direct to Crewe, with onward connections for London and Birmingham.
  • From 26 January to 9 March the line between Shrewsbury and Wolverhampton will closed with a replacement bus service.
Intending passengers should check their journey times thoroughly before travelling.

On 24 January at 1633, an Arriva Olympian double deck and a Ford Fiesta car collided adjacent to the Wrexham bus layover area, completely blocking Trinity Street, Wrexham. Only minor injuries and shock were reported. However, the incident is understood to have blocked Trinity Street and the adjacent Rhosddu Road for up to 30 minutes, exacerbated by the large number of Yale College contract buses leaving for areas as far as Rhuddlan, Deeside, Oswestry and Corwen, as well as local destinations.

In an effort to boost prospects for unemployed people whose transport problems make it difficult for them to get to a job, Rhyl Community College launched a scheme to lease cars to local unemployed people for £15 per week over a 15 week period. Thereafter, scheme members will be encouraged to buy a vehicle for themselves. The scheme will eventually be available for any unemployed person from Anglesey in the west to Denbighshire. The college concludes that with a dispersed population in rural areas and infrequent public transport, private transport is a necessity

Two days after Wrexham Council and Arriva Midlands North took a decision to halt evening and Sunday bus services through Rhos and Johnstown, a local councillor is reported in the Evening Leader as requesting the service is reinstated up to 2000 hrs. Evening services on 2 and 5 between Wrexham and Chirk and Wrexham and Llangollen were diverted with effect from 1830 on Monday 16 December following a further broken window the night before. Drivers and the council had become increasingly concerned following incidents in both Johnstown and Rhos. Buses from Wrexham now divert from Rhostyllen via the A483 and New Hall Lane to Ruabon before following the normal routes thereafter. Services to Rhos, Johnstown and Penycae are expected to be reinstated on 5 January 2003. This is the second such diversion in Wrexham in recent times following the loss of evening services through certain parts of Queens Park over a year ago.

The RPC suggests a number of "quick wins" while urging National Rail to build for the future rather than replacing infrastructure on a like for like basis.

Following the withdrawal of the X10 Chester - Mold - Denbigh/Ruthin and its replacement with two return journeys only between Chester, Connah's Quay and Loggerheads, Cloion Coaches of Ruthin is to operate between Ruthin and Denbigh at the same times as X10 journeys at present, pending a longer term decision by Denbighshire Council. Cloion's recently purchased Dart is to be used.

North Wales road safety officers are encouraging those who have drunk a little too much to book a taxi home rather than walk this Christmas in a move that aims to reduce road deaths and injuries. Over half of all pedestrians killed on the roads in North Wales in recent years had been drinking. They were struck by cars as they walked home after a night out in a pub or at a party.
