Garlic Parmesan Mashed Potatoes

10 medium red potatoes
4 cloves garlic -- peeled
1/2 cup buttermilk -- warmed
1/2 cup parmesan cheese -- shredded
1/4 cup chives -- chopped
1 teaspoon salt
1/3 teaspoon ground black pepper
1/4 cup skim milk

Place potatoes (I don't peel them - just scrub them really well) and
garlic cloves in a large pot and cover with an inch of water. Bring to a
boil. Reduce heat, and simmer until fork-tender, about 30 minutes. Drain
and return potatoes and garlic to pot.

Mash potatoes with a potato masher. Stir in remaining ingredients and mix
well to combine.
