this letter dated 15.10.07 says that a no-liability certificate (NLC)has been
sent to the concerned treasury by registered
post ack due on 15.10.07to enable me to draw the gratuity i was
granted while retiring from service.
however the above letter never reached the addressee
and the treasury officer duly refused to disburse my service gratuity.
the gratuity amount has already been sanctioned and that aspect is not in contention.
( incidentally half of the above gratuity i have paid to the kerala government on
account of the gratuity i received from the army so that my army service could be
included for pensionary benefits as per the pending rules.) only thing is that
for the treasury to hand over the gratuity to me, there has to be a no liability certificate
from the medical education director. and they were adamantly refusing to issue it.
i filed a petition in a judicial forum. the decision was in my favour and the
dme was ordered to issue the NLC within a week of the order.
faced with the threat of contempt of court proceedings the dme makes a pretext of issuing the
NLC and the letter above says it has been sent to the concerned treasury
which incidentally is just five kilometers from the dme's office.
