this happens once in a while even when i am not connected to the net. it is the text only that moves and not the whole screen. this happens with internet browser windows as well as windows explorer windows.

i can still carry on - i press the scroll button and once the circle with the arrows to move the text in various directions comes up the oscillation stops; and then continue with my work.

i have shown this to the service section of one of the dealers here but they said they have seen nothing like this before!
