This project
has been in the development stage for the past two years
The project involves five components:
1). Construction
of a new pump and well and an adequate irrigation system.
2). Finishing of concrete out-house and installation of an
Ecological Sanitation Loop which includes:
a. Separation
of fecal and urine with ash to natural fertilization
b. Conversion/Recycling Toilet System
c. Focus is on ecological sanitation for improved community
health.
3). Farmer
Education involving:
a. Coordination
with DMMMSU representatives as follows:
- A 3 to 4 day workshop at campus location in Bacnotan,
La Union
- Assessment of rural/barrio/agricultural needs of Dallangayan
Oeste Barangay and local barrios by DMMMSU Staff i.e. Water
system, crop production which is compatible with area soil
composition, socio-economic analysis.
b. Replacing
tobacco production with more sustainable vegetable/fruit
crops.
4). Women’s
grass roots economic development in Luffa production.
5). Family/Marriage/Medical/Home Education and Enrichment
Program
- Rev.
Romeo G. de Castro led the Congregation for the succeeding
ten years, during which the 85th Foundation observance was
celebrated. Those years are remembered for their structured
Development Plan, inclusion of younger leaders, CCNK Government
Recognition, Annual Free Medical Clinics, the regular publication
of the CAPITOL CHURCH CALL, and the inauguration of the
Dallangayan Worshipping Congregation.
- Rev.
Romeo Sunggay was assigned as Capitol Church Pastor in 1991.
This former North Central Luzon Conference Moderator gained
an assistant, Pastor Cesar Cadam-us who served for a one-
year term.
- Following
Rev. Sunggay’s tenure, Rev. Florendo Gaño II,
served as the Capitol Church Pastor for a two-year term.
A second hand vehicle was purchased through a donation of
the heirs of Dr. and Mrs. Marcelino T. Viduya and the CCNK.
The two old vehicles were sold. A renewal of the liturgy
was realized.
- Rev.
Romeo G. de Castro, after having served as a local Pastor
and as the Moderator of NCLC, was reassigned by the Conference
in 1997. Previously, in 1984 under his leadership, and through
the efforts of Mrs. Esther T. Bautista, and Col. Jovencio
S. Pada, Sr., a 330 square meter lot was donated by Miss
Anatalia R. Marquez to the Church in Dallangayan Oeste.
Among the several ministries developed during Rev. de Castro’s
term of service were the following:
- CC:
Lagip 100” – Christ’s Command: Love Almighty
God In People Centennial Fund Campaign.
- Shalom Ministry aimed at “equipping each other,
through Bible Study, singing, prayers, and fellowship to
the gifts given to them by God, within their heart, soul,
and mind, and to love their neighbor as they love themselves.”
- A Youth Center was established at Widdoes Hall with Samuel
C. Songcuan as Director. He later assumed the Chairperson
position of Council.
- SHALOM Ministry to reach Church Members at their homes
through Bible Study and Prayer Fellowship groups. Each area
was overseen by volunteers and the church workers.
- GLOW – Gospel Learning On Wheels with the Officers
of Capitol Church assigned to each area.
- The main sanctuary was re-tiled through the benevolent
donations of Church members in 2002.
Rev. de
Castro left Capitol Church in 2003 and is currently Chaplain
at Bethany Hospital.
- Revs.
Joel C. and Eunice Runes-Lewton arrived from Wapato, Washington
State on December 12, 2003 to assume the responsibilities
at Capitol Church as Co-Pastors. Pastor Joel serves as Administrative
Minister and Pastor Eunice is Administrator at CCNK. During
their time, they have worked closely with the current Church
Officers and the Congregation in the following activities
and programs.
- Supporting the Church Council in their
continuing efforts in promoting Capitol Church.
- KIRO Kids for children ages 7 through 13 with the following
programs:
1)
Twice a year overnight Camp experiences
2) Once a week after school fellowship gatherings and
projects.
3) Developing Children’s Choir

Children’s Story and Sunday School with Pastor Eunice
presenting stories to children during worship service
followed by Children’s Sunday School.
- Revival of Sunday School Classes at 8:30 AM.
