JuuOuChou is divided into ten Chou-s. Each Chou is a self-sufficient unit having their own utilitarian sections. Each Chou coordinates and cooperates with each other, sharing common resources. All Chou-s, in essence, have similar divisions though each may have facilities and trained professionals unique for each Chou. For example, there is only one Shoukan Division and it is only in EnmaChou.
"Wakaba-san, there's someone looking for you."
"Who is it, Kurosaki-kun?"
"He says he's Shaiten from Goraku Division."
"Ah, Shaiten-chan! I wonder why he is here."
"Hisoka, did you say Shaiten from Goraku Division?"
"Yes, Watari-san."
"I wonder why he's here..."
"Tatsumi-san, why do you look upset?"
"That's cause he's jealous, Tsuzuki-san."
"I am not jealous, Watari."
"Liar. The people in Goraku have the highest salaries." (Author's
note: Goraku means entertainment or amusement)
"Terazuma-san, where are you going?"
"None of your business, boy."
"He's worried that Shaiten might steal Wakaba from him."
"Shut up, Tsuzuki!"

"Shaiten-chan!"
He turned around in time to catch Wakaba, who had flung herself at him. "Kannuki-chan!"
Slate-gray eyes were warm with affection. "I see you're as boisterous as
ever."
"And you still like to use big words, Shaiten-chan." Wakaba hugged
him tightly, then exclaimed, "You're so thin!" She backed off; looking
at him up and down, then pulled apart the thick velvet lined coat he was wearing.
He looked uncomfortable and tried to push her away. "I am well, Kannu-"
"No, you aren't!" Wakaba was upset. "You promised me you would
take better care of yourself!"
He winced. "Kannuki, never mind my weight. That's not what I came here
for."

"Kannuki-chan, I can't consume this much food." Shaiten was sitting
at a table loaded with all kinds of dishes. He looked faintly sick. Wakaba ignored
his complaint and turned to Chef with a warm smile. "Thank you very much,
Chef-san."
"You're very welcome, Kannuki-chan. Though he doesn't look like he can
eat all of it."
"Don't worry. I'll make him eat all of it," Wakaba assured him. "We
used to do this all the time back at the Sentaa."
Both of them heard a small burping sound and turned to see Shaiten standing
from the table. He was holding his hand to his mouth, looking a little green.
"Shaiten, sit down!"
"Kannuki, you know I don't like to eat!"

"He doesn't like to eat...?"
(Shh, Tsuzuki-san.)
(He's not normal.)
(Watari-san, is this legal?)
(It's all right, Hisoka. The cafeteria is common ground, so it's okay to listen
in on their conversation.)
"I don't like him."
(Quiet, Terazuma-san.)
"HEY! What are you guys doing!"
"You two, keep it down!" (... Why are you two here?)
(Is this okay, Tatsumi-san?)
(Our why is Hisoka.)
(Keep them away from me!)
(Hisoka-kun!) *heart*
(Yuma-chan! Saya-chan!)
(Asato-chan!) *hug*
*grumble* (We'll never hear anything at this rate.)
(Ne. Ne. Tatsumi-san, just turn up the volume.)
(... Oh.)
*frozen* (He's holding Kannuki's hand.)

"Kannuki, please, I beg of you. I cannot eat anymore."
"Yes, you can, Shaiten-chan. Just a little bit more."
"... You are such a stubborn girl." Shaiten sighed in defeat and released
her hand to pick up the half-eaten bowl of rice in front of him. He stared at
it for several moments before his shoulders slumped. He picked up his chopsticks
and began eating again, slowly.
Wakaba smiled and placed her elbows on the table, balancing her chin on the
back of her hands. Shaiten paused, gave her a narrowed look and gestured at
her to eat too.
"I already ate, Shaiten-chan," she answered sweetly. His stare turned
into a glare. "I already ate as well," he muttered.
She straightened, folding her arms on the table. "What did you ate? An
apple?"
"Apples are nourishing," he said defensively.
"Not if apples are all that you eat," she retorted.
"You are such a meddlesome girl."

"Hold him, Watari!"
"I'm trying, Tatsumi! Tsuzuki, help us!"
"Let go! He can't call Kannuki that!"
"Terazuma, calm down! Hisoka, help- never mind."
"Why did you come here, Shaiten-chan?"
"I need your help, Kannu-"
"Don't stop eating."
"I can't talk while I'm eating!"
"Yes, you can."
(sigh) "I'm glad you're not in Goraku."
"I'll transfer from Shoukan if you don't take better care of yourself."
"... Terazuma?"
"He doesn't look good."
"Terazuma-san, I order you to stand up."
(How sweet! Saya, he must really like Kannuki-chan.)
(I wish Hisoka-kun would like me that much too!)
(Me too!)
(Not!)
"There, I'm done!"
"There's still a little-"
"Kannuki!"
"Okay! I guess you've eaten enough."

Tsuzuki waved his hand in front of Terazuma's eyes. No reaction. "... He's
starting to scare me."
"Here!" Watari kneeled beside Tsuzuki and waved a bottle of smelling salts under Terazuma's nose. No reaction. "Okay... This is serious. He's completely out."
"Maybe, one of the girls or Hisoka should touch him." Tatsumi was back at the monitor. "But do it outside," he added.
Tsuzuki and Watari glanced to Yuma and Saya who were busy huggling an increasingly
irritated Hisoka. He's lucky, both of them thought.

"Why did you come here, Shaiten-chan?"
"I need you to find my niece, Kannuki."
"Your niece?"
"Yes. Her name is Erin Lynch."
"American?"
"Half. My sister, Misha, married an American named William Lynch and went
to live with him in the United States. ... She's the only one left of my family
in Chijou."
"I'm sorry."
"My sister came to Meifu a long time ago, Kannuki. Erin is the only one
I can help now."
"But if she is an American citizen, we have no jurisdiction over her."
"True, but two months ago, Erin decided to claim Japanese citizenship.
... That's when the problem started. Something went wrong with the procedure,
and now I cannot locate her name in either American or Japanese registry."
"Have you gone to Records?"
"I have, and they say her name is on the list!"
"... It's her tim-"
"No, it cannot be!"
Shaiten stood up abruptly. "It can't be her time! She so young! She's only 15 years old!"
Kannuki tried to calm him. "Shaiten, please, sit down," she said
soothingly.
He looked cowed and sat back down abruptly. "... I'm sorry." He couldn't
look at Wakaba straight in the eyes. "Please forgive me, Kannuki. I forget
that you-"
"It's all right, Shaiten," She interrupted firmly. "You have every right to be concern." Then she smiled softly and asked gently, "But wouldn't you like her to be with her mother, your sister, Shaiten?"
His jaw clenched. "If she comes now, she won't be at peace," he murmured. His eyes were suddenly very tired. "She'll become one of us."

Tsuzuki and Watari were struggling to get Terazuma to the door when Tatsumi zoomed past them.
"... Where's Tatsumi-san going, Watari-san?" Asked Tsuzuki.
Watari rolled his eyes ceilingward while behind them, Hisoka was trying unsuccessfully to escape from Yuma and Saya. "LET ME GO!!!"

"... Tatsumi-san, why are you here?" Wakaba stood up uncertainly as did Shaiten who looked at Tatsumi with a curious puzzled expression.
Tatsumi took a deep breath before saying, "Shoukan does not work for free."
"Tatsumi-san!" Wakaba was outraged.
Tatsumi ignored her. "Our resources are very limited, a shinigami is not
free to do as he or she wishes without consent even good deeds," he said
to Shaiten in a reasonable tone. "Surely, you understand this, Shaiten-san."
Wakaba looked ready to throttle Tatsumi when Shaiten chuckled and grabbed her elbow, pulling her back and away from Tatsumi.
"Let go!"
"Control your temper, Kannuki-chan. Anger is not your color," Shaiten said smoothly, stepping in between them. Then, he held his hands together and bowed formally to Tatsumi, who returned it.
"You must be Tatsumi-san whom Yutaka speaks of often."
"Yutaka? You mean Watari-san?"
"Yes. He visits Goraku often."
"I'm not surprised."
(Author's note: Goraku is also in charge of sports, competition and gambling)

"Tatsumi-san, my request of Wakaba-san is my own business. My division
has no part in this. It is a personal matter." Shaiten steepled his fingers,
looking over them at Tatsumi seated on the other side of the table. They were
alone in the conference room in Shoukan department.
Tatsumi smiled slightly. "Involving Wakaba-san means including the whole of Shoukan. Shinigami always work in pairs and always has the support of the rest." (Author's note: The last part is not exactly true...) "Surely, you don't expect we would allow one of our people to work alone."
Shaiten flattened his hands on the table. "I have worked with Wakaba-san before. I don't intend to let her work alone on this."
"You are not a shinigami, Shaiten-san. You are not even from Security." Tatsumi paused before adding, "Goraku people are not trained for this sort of work."
Shaiten's eyes flashed at the insult, then relaxed almost immediately. "... Very well. I am in hurry, and I never did expect I would have Shoukan's services for free." He reached into his coat and pulled out an envelope, which he placed on the table. "This holds a bank draft of my account holding my savings from my years in Goraku." He pushed it towards Tatsumi. "I will turn the account over to Shoukan as payment for services rendered. Even if my niece's mortal life is not saved."
Tatsumi opened the envelope, took out the draft and read it.
"I assure you Shoukan division will do its utmost in your behalf."

"You're the best of Shoukan?" Shaiten asked Tsuzuki, who was happily munching on an apple. On the other side of Tsuzuki, Hisoka looked like he had a headache. The trio was walking in a crowded street in Shibuya.
Tsuzuki nodded at Shaiten. He grinned shamelessly, finishing the apple down to its core then tossing it into a trashcan. "Can I have another apple, Shaiten-san?" He suddenly yowled for Hisoka had grabbed him by the ear.
"Hisoka, that hurts!"
"You ate three apples already!"
"Well... I want to see how many he has... Ow! Hisoka!"
"Here." Both turned to Shaiten who gave them an apple each. "Apples are good for one's health, and I have enough for everyone," he said, looking quite amused.

"Erin-chan is here...?" Shaiten's expression was a mixture of disbelief and fear. They were standing in front of noisy brilliantly lit nightclub.
"It's the most popular club for young people in Tokyo for the last three months." Shaiten glanced at Hisoka who was reading from a small notebook. "It is reported that many missing teenagers are last seen in this club before they disappeared." Hisoka closed the book before continuing, "Tsuzuki and I have been investigating this area for months, but we haven't found any clues.
Shaiten choked. "What happened to those missing young people?"
"..." Tsuzuki answered slowly, "We don't know, and the police
hasn't been pursuing this case, because all the missing people don't have families
looking for them or their families don't care about what happened to them."
Shaiten had turned white.

"Excuse me. ... Excuse me!" Tsuzuki was trying to get the bartender's attention. Beside him at the bar, Hisoka was asking a waitress if she knew Erin. The waitress seemed more interested in getting to know more about Hisoka, but that is good, for it means she was cooperative.
"I don't know anyone named Erin," she said, looking intently at Hisoka. "But a lot of people come here, even foreigners. Do you have a picture of her? If she's been here, I may have seen her."
"Excuse me for a moment." Hisoka turned to Shaiten, who was uneasy. "Shaiten, do you have a picture of your niece?"
He jumped at Hisoka's query. "... Yes, I have a picture of Erin-chan." He fumbled for it in his coat then took out a laminated photo. "Here." He handed it to Hisoka.
Hisoka glanced at it and was about to pass to the waitress when he frowned and looked at it again, scrutinizing the photo. "... She looks like Hijiri."
"Huh?" Tsuzuki looked at it over Hisoka's shoulder. "Wai! She's cute!"
"That she is," a proud Shaiten agreed.

"Erin, there some people looking for you."
"Huh?" Erin glanced to her friend, who pointed at the trio talking with one of the club's waitresses.
"Do you think they're from the government?"

Hisoka sensed that someone was watching them. His eyes narrowed, and he looked past the waitress, who was looking at the photo. Emerald eyes clashed, and for moment, Hisoka thought it was Hijiri looking back at him. Then, Erin turned and walked away.
"There she is," murmured Hisoka. Tsuzuki immediately looked in the direction Hisoka was staring at and went after Erin while Hisoka excused himself from the waitress. Shaiten, startled, followed them hesitantly.

Who are they? I wish they would leave me alone. Arriving at the club's rear exit, she pushed down the door handle. It was stuck. She looked back nervously as she struggled to open the door. After a few tense moments, it opened, and she quickly went out into the back alley.
"Erin?" Her stomach went cold. Two of them were waiting for her in the alley. She tried to go back into the club and ran into the third guy.
"Hi!" She found herself looking up into violet eyes. They were friendly. She felt firm hands hold her shoulders. "It's all right," he said gently, "We're here to help you."
She pushed him away. "I don't need your help!" She tried to push pass him, but he stubbornly stayed in her way. "Go away, I didn't do anything wrong!"
"Aren't you too young to be in this sort of place?" She whirled around and stared defensively at the shorter blond guy who had first spotted her in the club.
"Aren't you?" She retorted back at him. He looked like he was just sixteen.
The guy behind her laughed. "She's right, Hisoka."
The third guy nodded, smiling warmly. "She has her mother's wit."
She froze when he said that. "... You- you know my mother?"

Tsuzuki watched as Shaiten's expression turned guilty. He backed away as Erin moved towards him, asking, "Who are you?"
Shaiten looked at him and Hisoka pleadingly. He couldn't face his niece. "... I knew your mother," he finally managed to say.
Erin looked hopeful. "Did you knew her well? I'm trying to find her brother. He's my uncle."
At her words, Shaiten suddenly turned so white that Tsuzuki was afraid he might faint. Hisoka quickly moved to his side while Erin asked worriedly if he was all right.
"I'm fine," Shaiten said rigidly, turning away from them. Then Tsuzuki heard a familiar crunching sound. Shaiten was eating an apple. A very puzzled Erin stared at his back while an embarrassed Hisoka covered his eyes.

"My uncle is dead," Erin said slowly; she looked drained. Tsuzuki looked at her sadly. They were in a plaza. Erin was seating on a bench. Shaiten had insisted she sit down before he broke the bad news to her.
"I'm sorry," Shaiten said softly. He was standing in front of her. At one point, he had sat down beside her but then he stood up before telling her.
Erin shuddered, then wrapped her arms around herself, rubbing her shoulders, trying to get warm comfort from the simple exercise. She squeezed her eyes shut and tried hard not to cry.
"I know it's hard," said Tsuzuki softly as he sat beside her. When she glanced at him, he smiled. "But don't forget we're here to help you." He didn't notice Shaiten giving him a grateful look.

"You what?!" Tatsumi slowly stood up from his desk, looking at Tsuzuki menacingly. Tsuzuki waved his hands peaceably at him.
"He told Shaiten he didn't have to pay?" Watari asked Hisoka. When Hisoka nodded, Watari whistled. "Hooboy... Tatsumi's going to blow his top."
Tsuzuki was explaining to a glowering Tatsumi. "It didn't take us long at all to find Erin-chan, and Shaiten needs the money to set up a trust fund for her." Then he added, "He wants her to go on to university."
"That was very nice of you, Tsuzuki-san!" Wakaba was delighted, and she was keeping a watchful eye on Tatsumi. Standing close behind her, Terazuma had recovered his senses. His being in a coma was the reason why Wakaba had stayed behind at JuuOuChou instead of coming along to search for Erin.
Tatsumi was not happy.

Yah! I finally finished this story! I'm sorry it took so long. I'm not used to using other people's original characters. Erin Lynch is Omittichi's original character. Shaiten & Chef are my creations, and so far in YnM canon, there is no division called Goraku.
