KELAB SHELL LUTONG MIXED SLOW PITCH SOFTBALL CARNIVAL 2002

 

RULES & REGULATIONS

 

General

1.   This tournament shall be called the Kelab Shell Lutong Mixed Slow Pitch Softball Carnival 2002. Teams shall comprise of both ladies and men players

 

2.   All teams agreeing to compete in this tournament shall abide by the rules and regulations governing the competition and the organiser reserves the right to disqualify or exclude any team from further competition in the tournament if found to have breached any of these Rules & Regulations.

 

3.   The International Softball Federation Rules 2002 slow pitch rules applies unless otherwise superseded by any of the rules & regulations stated herein.

 

4.   It is encouraged that teams use common tops as much as possible as this helps in identification of players during the game.

 

5.   Players are not allowed to wear six studded/cleated or metal studded/cleated boots.

 

 

Date and Venue of Carnival

6.       The date for the tournament shall be on the weekend of 26th & 27th of October and/or 2nd & 3rd November 2002. The starting time to be confirmed. Teams will be notified accordingly. Nevertheless arrangements shall be made that teams from outside Miri/Lutong area shall play only during one of the above mentioned weekend.

 

7.       The venue of the carnival shall be Kelab Shell Lutong.

Registration

9.       Registration forms are attached to this Rules & Regulations.

 

10.   All registration forms must be received latest by 12.00noon on Friday 18th October 2002 by the above mentioned contact persons. or Kelab Shell Lutong Manager. All entries must be accompanied by the entrance fees as indicated below (11). The committee reserves the right to reject entries not accompanied by the entrance fees.

 

11.   The entrance fees shall be RM100 (Ringgit Malaysia One Hundred). Teams from schools consisting of only students/teachers of that school are exempted from any entrance fees. To be eligible for the free entrance, entrance forms shall be accompanied by a letter from the school.

 

Eligibility

12.   Eligibility - Open to residents of the Region but for teams from schools; only students/teachers of the school are able to represent the school team. Players registered for a team representing a school must have a letter from school/teacher certifying that the players registered for the school team are current students/teachers of the school.

 

Game Officials

13.  Each team shall propose Game officials such as umpires and scorers if available who will be required to officiate games in the tournament. A schedule will be drawn up and full co-operation from the nominees are expected from the organisers. The organising committee will arrange for umpires and scorers if teams are not able to do so. This shall be clearly indicated in the entrance form.

 

Players

14.  Each team may register any number of players for the tournament nevertheless only 15 individual prizes will be awarded to the Champion, First Runners-Up and Second Runners-Up. New players may be registered one (1) hour before the game for which they are going to be fielded. The Eligibility rule Clause 12 shall still be applicable.

 

Tournament Play & Format

15.   The pitching shall be slow pitch. The slow pitch shall be as defined in the International Softball Federation Rules 2002. Any pitched balls which fails to do so will be declared a ball if left by the batter at bat. A ball pitched under this circumstances if batted by the player shall then be considered as having been played. A missed swing will be declared a strike accordingly.

 

16.   Each team shall field a maximum of ten (10) players at any one time consisting a minimum of three (3) ladies and a maximum of seven (7) men. Each team has the prerogative to field more than three ladies.

 

17.   If due to insufficient players at the start of a game due to players coming late, teams are allowed to field a minimum of nine (9) players to start a game. The team shall still consist of a minimum of four (4) ladies. Nevertheless this allowance is given on the condition that Batter No.1 is left blank and the team starts with one down the first time they come up to bat. Subsequent reaching of batter No.1 again will result in another down until that position is filled. The blank position can only be filled in at the beginning (top) of an inning.

 

18.   Teams unable to field the minimum requirement as specified in (17) shall forfeit the game and a walkover given to their opponents with a winning score of 4 - 0 provided their opponents meet the mminimum requirements as specified in (17). If league format, the winning team receives three points and the team that forfeits receives zero point. If knock-out format, the non-offending team proceed to the next match. A grace period of ten minutes from the scheduled time shall be given for teams to meet the minimum requirements to start a game. No further allowance shall be given. If both teams fail to meet the minimum requirements as specified in (17); then both teams shall forfeit the game and no score or points registered for both teams.

 

20.   If there are more than six (6) teams participating :-

 

(i)       For the first round the teams shall be divided into two groups via balloting and games shall be played on a one round league

(ii)     The second round (semi-finals onwards) shall be on a knock-out basis.

(iii)    The top two teams in the groups will advance into the semi-finals where the top team of the first league will play the second team in the other league and the second team in the first league will then play the top team in the other league.

(iv)    The semi-finals losers will play for 3rd and 4th placing.

 

21.   If there are less than six (6) teams participating, tournament play can be a double–knockout or league format. This shall be decided by the Carnival Committee.

 

22.   If league format, three points shall be awarded for a win, two points for a tie, one point for a loss and zero point for forfeit.

 

23.   The balloting whether League of Double-knockout shall be done at 5.00pm at Kelab Shell Lutong on Friday 18th October 2002. Representatives from participating teams are eligible to attend. Please contact persons under Clause 8 for further information. The balloting shall be deemed final and the schedule will be sent out to participating teams by Monday 21st October 2002 provided that legible addresses have been provided on the entrance forms. The schedule can also be provided via e-mail if so provided on the entrance forms. It is advised that teams from outstations be available in Miri and ready to play by 08.00am on the Saturday of the Carnival weekend.

 

24.   If League format, teams shall be ranked based on the number of points obtained in the first round, with the team obtaining the highest number of points being declared the top team and so forth.

      In the event of a tie in points, qualification to the semi-finals shall be given to the team with the higher number of wins.

      In the event of the same number of wins, qualification to the semi-finals shall be given to the team with the higher number of ties (draws).

      In the event of the same number of ties (draws), qualification to the semi-finals shall be given to the team with the higher number of runs rate. Run rate is defined as runs per innings scored.

      In the event of the same number of runs rate, qualification to the semi-finals shall be given to the team that won the game between the two teams.

      In the event that the game between the two teams ended in a tie, qualification to the semi-finals shall be determined by the toss of a coin.

 

28.   All matches whether league or knock-out format with the exception of the Finals shall be played over four innings or 1 hour whichever is first. But in the event that time expires before completion of four innings, then the inning being played shall be played to completion.

 

      The final shall be played over five innings.

 

29.   If matches in the knock-out format results in a tie, a tie-breaker shall be played.

 

30.   For league format, a withdrawal by a team during the competition will result in all games (played or yet to be played) involving the said team shall be declared null and void. No results shall be given to matches involving the said team.

 

 

Arbitration

31.   A panel appointed by the organisers and whose decision shall be final, will serve to deliberate on any protests lodged by competing teams. A protest during a game must be indicated to the plate umpire and scorer before the next pitch is played and the scorer shall indicate that the match is being played under protest. Protests made cannot be withdrawn. The official written protest then must be done within twelve (12) hours after the completion of the said game. Each protest must be accompanied by RM50 (Ringgit Malaysia Fifty) which is non-refundable regardless of the decision of the panel. Clarification of rules during play shall not be considered as official protest. Clarification of rules can only be made by the Team Captains or Team Coach.

 

32.   Any matters not covered herein or in the International Softball Federation Rules 2002 slow pitch rules shall be referred to the organising committee whose decision shall be final.

 

33.   The organising committee (organisers) shall not be responsible or be held liable at all times and hereby indemnified from

(i)   any and all injuries (including death of) or diseases to, and

(ii)     all loss of or damage to the property of,

arising before, during or after participation in this event.
