This is our newsletter that we publish  to inform the residents of Nepean Park of happenings and information concerning the Nepean Park Community. If anyone would like to have something published please feel free to contact anyone on the Executive Committee.

WELCOME

Welcome to the new members of Nepean Park Community who have arrived since the last newsletter. The Executive Committee hopes that you will join in the activities that are organised from time to time, or even organise one yourself.

An information booklet for all members of the community will be distributed shortly. This booklet will provide information on the important aspects of being a part of Nepean Park, correct some of the information provided by real estate agents and fill any knowledge gaps that you may have.

CAUTIONS AND WARNINGS

There are signs that somebody has been cutting down trees in the common land behind the sewage treatment plant. This contravenes By - Law 14.2 which states "...must not damage Association Property including...trees, shrubs, plants or flowers..." . It also contravenes the State's Tree Preservation Act and Council requirements for tree preservation for which there are stiff penalties. It adversely impacts Nepean Park, and as it could be anybody from anywhere Community members are requested to keep an eye out for anybody cutting down trees. If you do see somebody please let a committee member know. Take vehicle registration etc if possible, however, please do not approach.

We would have liked to warn you earlier about the Hazard reduction conducted on 30 Aug, but the Brigade only decided to proceed two days beforehand. A letterbox drop was done and it would be interesting to know how many received it. Please DO NOT enter the burnt area. Although it was a hazard reduction and the perimeter was 'blacked out', hollow trees  may be alight inside and drop branches or fall over. Unfortunately, these falls have a habit of occurring when people are under them.

Just a reminder regarding voluntary water restrictions. The recycled water storage is low and in danger of running out during summer. Therefore Residents are requested to limit watering to gardens and shrubs. Grass is very resilient and will recover quickly after rain. Accordingly, Residents are requested not to water their grass with recycled water.

NEPEAN PARK WORKING BEE

Unfortunately the supplementary hazard reduction of some lantana near pump station #2 was not conducted with the major hazard reduction on the 30 Aug. However, we are hopeful that it still may be conducted soon. For those who are interested, Helen Hackett is organising some replacement native plants found in Yarramundi to revegitate that particular area. The executive hopes to put together a working bee to achieve the planting.

SEWAGE SYSTEM

As you know, the STP is having some operational difficulties. The Infrastructure Sub-Committee has engaged a consultant to determine why and to provide recommendations on how to improve the function of the STP. 

Community members are reminded that washing powders and liquids should not contain Phosphorus and toilets should not be used as disposal system for anything other than what it is intended for.

ANSWERS TO QUESTIONS ASKED BY RESIDENTS

Executive Committee

A consultant has been engaged to review the operational capability of the STP and provide recommendation for improving it.

A letter box has been installed near the Yarramundi Community Centre. It is shared between the Community Centre and the Nepean Park Community Association. It is number 54 Thornbill Way. Feel free to drop the Executive a line or two.

Where's our Pelican?

For those of us who have been feeding the wild birds down at the dam and missing the pelican we can tell that it is in good hands. The story goes back a bit. The pelican was being cared for by the John Moroney Correction Centre Wild life Sanctuary. Our dam was selected as the site for the 'soft release' back into the wild. It appears that it liked it too much here and didn't want to go. Staff at the Wildlife Sanctuary recovered the pelican for a review by a vet and rerelease where there are more pelicans.

Where's the smoke coming from?

At the recent hazard reduction it was difficult to see where all the smoke was coming from. Was it Grahame's BBQ or the hazard reduction? Here Grahame and Helen are providing lunch for the grateful Firies performing the Hazard Reduction.

 

What Bird is That?

This purply-black bird with the red bill is called the Purple Swamphen. It is also known as the Bald Coot, Purple Waterhen and Redbill. It also lives in Europe, Africa Asia, islands of the south-west Pacific. Food is mainly grass, aquatic plants and freshwater molluscs.

BY-LAWS OF THE ESTATE
We are going to publish a selection of by-laws covering us as members of Nepean Park under the Community Land Development Act and the Community land Management Act. Past newsletters have covered; By-law 1.4 - Outbuildings, By-law 10.1 and 10.2 - Noise Control & Behaviour, “By-law 10.3 - Maintenance, Repair & Animals, By-law 10.4 Restricted Activities.

This newsletter we would like to cover;

By-law 10.5 Signs Billboards and Advertisements.

No sign, billboard or advertisement of any kind shall be displayed on any lot or on any building constructed on any such lot if any such sign shall be visible from any other lot in the Plan excepting:

a) signs for legal proceedings,

b) residential identification signs less than 0.3 square metres,

c)  construction signs less than 0.6 square metres,

d)  not more than one 'For Sale' or 'For Rent' less than 0.9 square metres.

 

If you didn’t receive a copy of the by-laws from your solicitor please contact your solicitor in the first instance to let them know that they have been delinquent in their duty towards you. Failing that, contact a member on the executive committee to obtain a copy.

Although there is a set of By-Laws that provide guidance for the Nepean Park Community they are not the be all and end all of conduct and behavior in the community. We also must abide by the various state statues and laws. Therefore, such things as excessive noise, early contractors, wandering animals and unlicensed riding should be reported to the relevant authorities. In these matters the Executive Committee is not the relevant authority.
