This is our newsletter that we publish to inform the residents of Nepean Park of happenings and information concerning the Nepean Park Community. If anyone would like to have something published please feel free to contact anyone on the Executive Committee.
Welcome to the new members of Nepean Park Community who have arrived since the last newsletter. The Executive Committee hopes that you will join in the activities that are organised from time to time, or even organise one yourself.
An information booklet for all members of the community has been distributed with this newsletter. This booklet will provide information on the important aspects of being a member of the Nepean Park community, correct some of the information provided by real estate agents and fill any knowledge gaps that you may have. If you did not get a copy please contact any of the executive committee for a copy.

The bush fire period goes from 1 October to the following 30 March each summer season. Although hazard reductions have been conducted in Yarramundi and around Nepean Park we can still be threatened by bushfires. Most of you would have received some pamphlets a few weeks ago covering: preparing for bush fires and preparing your pets. We only had limited numbers so if you did not receive one check with the Yarramundi Rural Fire Brigade or see what your neighbour got and share with them. Apart from adequately preparing your home, one of the best things to do is to form small group with those in your cul-de-sac or a cluster of neighbours in the street or corner. This group would exchange home, work and holiday contact details so as to keep in contact during a bush fire. This becomes particularly important if your are at work or on holidays and need an idea of what is happening locally. Additionally, it lets your neighbours know where you are and how to contact you if property protection is required.
Just a reminder regarding voluntary water
restrictions. The recycled water storage is low and in danger of running out
during summer. Therefore Residents are requested to limit watering to gardens
and shrubs in accordance with Sydney Water's water restrictions. Even though we
are on tank water, advice from Sydney Water is that tank water is replenished from the
Sydney reticulated supply and therefore is subject to water restrictions. Grass is very resilient and will recover quickly after rain.
Accordingly, Residents are requested not to water their grass with recycled
water.

There was a successful Working Bee on 25 Oct installing fencing around the sewage treatment plant. Thanks to Jim and Helen Josephson, Phil and Jan Armitt, Grahame Hackett, Ken Hall and Steve Foster. The working bee was concluded with a BBQ and drinks. |
As you know, the STP is having some operational difficulties. The Infrastructure Sub-Committee has engaged a consultant to determine why and to provide recommendations on how to improve the function of the STP. The consultants have now provided a report which will be reviewed and discussed at the next Executive meeting.
Community members are reminded that washing powders and liquids should not contain Phosphorus and toilets should not be used as disposal system for anything other than what it is intended for.
ANSWERS TO QUESTIONS ASKED BY RESIDENTS

MDM has been directed to send a letter to each resident outlining the insurance implications of unlicenced/unregistered motor vehicles being operated in Nepean Park.
The contract for the management function of Nepean Park will be due for renewal early next year. The Committee has commenced activity for selection of a managing agent by forming a sub-committee. The sub-committee's first activity is to assess agent responsibilities.
Recycled water meter reading is to commence in November.
Their was a question during general business regarding the Executive Committee organising social events. This topic is current within the Committee, however, early indications are that organising social activities is not an Executive Committee function. However, if anybody is prepared to organise an activity the committee is happy to provide advice and support.
The report by the consultant for the sewage system has been received by the Infrastructure Committee.
Mother's Group
A group of mums with young children meet at the Yarramundi Community Centre on the 1st Thursday of each month at 10am. The next meeting is scheduled for Thursday 6th of November. For more information call Belinda on 47762523 or 47762423
Report on Bird Observers’ Visit (Grahame Hackett)
On Saturday, September 13th, a group of bird observers from the organisation Birding NSW visited Nepean Park estate, having first gained approval from the executive committee.
The group
recorded 41 species of birds in the time of two hours, ranging from Pacific
black ducks and grebes to Eastern yellow robins, fairy martins and spotted pardalotes.
A nest of weebills (the smallest bird in Australia) was studied and a
white-throated warbler was identified by call.
They were also very interested to find, in the bushland near the sewage treatment plant, a number of uncommon plant species, including a green-flowering spider flower, a green-flowering bottlebrush, an Eastern flame pea, and a rare species of wattle.
The group were most grateful for the chance to observe what we have here on the estate and wrote to thank the committee for the opportunity.
Birds of our Roads.
With this newsletter I am commencing a series about the birds after which our roads are named. To start the series I am going to look at the Shearwater.
The Shearwater
If anyone has spotted a Shearwater in Nepean Park can they let me know. The information that I have indicates that the Shearwater is strictly a coastal/sea bird and breeds on islands around Australia. Other common names for the Shearwater include Petrel and Mutton-bird. They nest in burrows or hollows and usually have one egg.

BY-LAWS OF THE ESTATE
We are going to publish a selection of by-laws
covering us as members of Nepean Park under the Community Land Development Act and the Community
Land
Management Act.

This newsletter we would like to cover;
By-law .14.2
The proprietor or occupier of a lot must not damage Association Property including without limitation, any paved areas, landscape feature, lawn, garden, tree, shrub, plant or flower which is part of or situated on Association Property.
By-Law 14.3
The proprietor or occupier must not, except with the approval of the Community Association or pursuant to By-Laws in force in the Community Parcel, use for his own purposes any part of the Association Property.
If you didn’t receive a copy of the by-laws from your solicitor please contact your solicitor in the first instance to let them know that they have been delinquent in their duty towards you. Failing that, contact a member on the executive committee to obtain a copy.
Although there is a set of By-Laws that provide guidance for the Nepean Park Community they are not the be all and end all of conduct and behavior in the community. We also must abide by the various state statues and laws. Therefore, such things as excessive noise, early contractors, wandering animals and unlicensed riding should be reported to the relevant authorities. In these matters the Executive Committee is not the relevant authority.
