Camp Castle Rock
Enhancement Plan
The Camp Castle Rock Enhancement Plan has been developed by volunteers of the Four Lakes Council for Camp Castle Rock (CCR) to preserve the unique experience that CCR has to offer Scouts during the Summer Camp and other seasons of the year. This plan should be thought of as an enhancement of what is already in place, rather than a plan to restore or rebuild the existing camp. The plan by the Council over the next ten years, with the intention that the Plan be revisited and updated periodically.

The current facilities of CCR decentralize both program and administrative functions. The essence of the Enhancement Plan is to change to centralized administrative functions while upgrading the decentralized program facilities and areas already in place. The Enhancement Plan focuses on facilities in three areas: 1) infrastructure; 2) Summer Camp Program, Staff Quarters and Campsites; and 3) All Season Use. In recommended order of construction, significant facility needs and their estimated costs are:

  • Construction of a new program shelter for Camp Craft- $20,000
  • Construction of a new Camper Shower Facility- $45,000
  • Improved Roads and Parking- $25,000
  • Expanded Utility services(Water, Sewage, Phone & Electric) - $20,000
  • Construction of a Covered Eating Shelter and All Season Kitchen, restroom and shower - $250,000
  • Remodeling of the interior of the current Commissary Building to serve as an administrative center for Summer Camp, All Season Housing, Health Office, and other purposes - $30,000
  • Hardening of fire pits and trailer area in campsites - $15,000
  • Renovation of the Council Ring -$15,000
  • Construction of a new program shelter for Eco/Con - $20,000
  • 2 to 4 Married and senior staff housing quarters which double as All Season Housing - $80,000
Other Summer Camp and All Season facilities of lesser size have also been identified in the plan.

The very rough preliminary cost estimate is over $500,000. Implementation of the CCR Enhancement Plan will likely involve Capital Campaign by the Council. However, the plan can begin without such a campaign through the pursuit of known donors of capital and resources, starting perhaps as early as late summer of 1997, after the Current Summer Camp Season.
