BOY SCOUT TROOP 423 OPERATING
PROCEDURES and BY-LAWS
Boy Scout Troop 423 was chartered by the Boy Scouts of America in December of
1986 as a part of the Rising Star District of the Sam Houston Area Council. The
chartering partner is the Westbank Homeowners Association.
A. Purpose of the Troop
To provide a year round scouting program for boys ages 10 1/2 to 18 years old
and to follow policies and guidelines of the Boy Scouts of America.
B. Leadership of the Troop
1. Chartered Organization Representative
a. Serve as Liaison between Troop and Sponsor
b. Assist with recharter
c. Suggest Good Turn to benefit Sponsor
d. Use unit approved finance policies
e. Encourage recognition of adult leaders
f. Represent sponsor to the Council
g. Approve Troop leadership applications
h. Call special Committee Meetings as needed
i. Encourage Scouts to earn the religious award of their faith
j. Duties as outlined by the Troop Committee and the Boy Scouts of America
2. Troop Committee Chairman
a. Support policies of Boy Scouts of America
b. Keep Charter Organization Representative informed of Troop activities
c. Supervise Troop Committee
d. Assume administrative direction of the Troop
e. Develop and maintain Troop/Pack relationships
f. Work with unit Commissioner as needed
g. Encourage leaders to attend Training sessions
h. Assist in Webeloes to Scout transition
i. Call Special Troop Committee Meetings as necessary
j. Has one vote on the Troop Committee only in case of a tie.
k. Duties as outlined by the Troop Committee and the Boy Scouts of America.
3. Troop Committee
a. Have at least one meeting a month
b. Approve Adult applications
c. Recruit Scoutmaster and assist the Scoutmaster in recruiting Assistant Scoutmasters.
d. Help stimulate Parent/Guardian interest with proper programming and communications
e. Supervise Finances and Equipment
f. Strive to insure Scouts a quality year round program. Members of the Troop
Committee must take Scoutmaster Fundamentals during the first year of serving
on the Committee. In order to help maintain a quality program, individuals
must fully understand the Program.
g. Work closely with the Scoutmaster
h. Supervise maintenance of Troop Records
i. Set up, approve and maintain Troop Budget
j. Arrange Court of Honors as needed
k. Resolve Troop business and adult leadership problems
l. Secure and maintain appropriate meeting place for Troop Meetings
m. Every adult who is registered as a Committee Member has ONE VOTE in all instances
n. The following people have ONE VOTE on the Troop Committee except for adult
leadership matters
1. Scoutmaster
2. Assistant Scoutmaster
o. Jr. Assistant Scoutmasters & Senior Patrol Leader will be able to participate
with no vote
p. Approve Troop By-Laws and amendments hereto
q. Duties as outlined by the Troop Committee and the Boy Scouts of America
r. The Troop Committee will elect officers at the November Meeting each year.
Newly elected officers will assume office on January 1 of the following year.
4. Scoutmaster
a. Conduct Troop meetings according to Boy Scouts of America policy
b. Plan and help carry out the Boy Scout program in the Troop
c. Work with the Troop Committee
d. Guide and support the Patrol Leader Council
e. Help develop and maintain good relationships with Packs and other Troops
in the area
f. Maintain good relationship with parents
g. Guide Scouts in Good Turns
h. Responsible for Troop Junior Leader Training
i. Duties outlined by the Troop Committee and the Boy Scouts of America
5. Assistant Scoutmasters
a. Assist the Scoutmaster as needed
b. Assist Scoutmaster in meeting the leadership requirements as outlined by
the Boy Scouts of America
c. Promote policies of Boy Scouts of America
d. Participate in Troop Meetings and Outings
e. Be prepared to assume duties of Scoutmaster if and when need arises
f. Duties as outlined by the Troop Committee and the Boy Scouts of America and
Scoutmaster Handbook.
6. Leadership Training
The Scoutmaster, Assistant Scoutmasters and Committee Chairman must complete
the Scoutmaster Fundamentals course either prior to assuming office or at the
next available class. The Troop Committee feels very strongly that any one
working with the Scouts must be properly trained in handling the boys. Therefore,
if this requirement is not met, the individual will be asked to resign.
C. Parent Participation
1. Parent/Guardian participation is strongly encouraged and is necessary for
planning and carrying out a well-rounded scouting program.
2. Parents/Guardians are encouraged to attend every Court of Honor
3. Scouts MUST BE PICKED UP ON TIME AFTER EVERY MEETING OR OUTING BY PARENT/GUARDIAN
unless the troop leadership receives written permission to be picked up by others
4. Parents/guardians are expected to participate in Troop/family activities
5. Family activities shall be understood to include only the immediate family
of the Scout
6. Parents/guardians are encouraged to apply for membership with the Troop Committee
and the Boy Scouts of America in accordance with Boy Scouts policy
D. Uniforming
1. Full Dress Uniform will consist of Boy Scouts of America official uniform
shorts/pants, shirt with insignia sewn on in proper places, belt, Troop neckership
(issued), socks, and closed toe shoes. The merit badge sash should also be
worn if the Scout is entitled to wear it.
2. Class A Uniform will be as described above with the omission of the merit
badge sash.
3. Class B Uniform will consist of Boy Scouts of America official uniform shorts/pants,
shirt with insignia sewn on in proper places, belt, socks, and closed toe shoes.
In cold weather, "jeans" may be worn if Scout owns only short pants. THIS WILL
BE THE STANDARD UNIFORM UNLESS OTHERWISE DESIGNATED BY THE SCOUTMASTER
4. Class C Uniform will consist of Troop T-shirt and shorts (or jeans depending
on weather)(belt if necessary) and closed toe shoes. NO CUT OFFS OR "JAMS"
5. THE UNIFORM DESIGNATED WILL BE WORN AT ALL SCOUTING FUNCTIONS
6. Full Dress Uniform will be worn at Board of Review and Court of Honor
7. The Scout is expected to have a Uniform within 90 days of joining the Troop
8. Scouts name should be placed on all parts of the uniform with an indelible
marker
9. If a cap is worn by the Scout at any time that he is in uniform, it must
be a Standard Boy Scout of America cap or a BSA event cap.
E. Boy Scout Handbook
1. Within two weeks of joining Troop 423 each Scout is required to have the
current edition of the Boy Scout Handbook.
2. The Handbook if necessary to pass all advancement requirements in Scouting
3. The Scout's Handbook is required at each Board of Review and should be brought
to all Troop meetings and campouts
4. The Scout's name should be marked on the edge of his handbook
5. Scouts are required to have all advancement requirements signed and dated
as requirement is passed.
F. Meeting Times
1. Troop 423 has a standing meeting time, every Monday night, beginning at 7:00
p.m. and ending at 9:00 p.m.
2. Scouts should not be dropped off more than 15 minutes prior to scheduled
meeting time and ONLY THEN IF A TROOP OFFICIAL IS PRESENT
3. Scout MUST be picked up by parent/guardian (or other person designated by
parent/guardian), within 15 minutes of scheduled ending time
4. Scout must wear designated uniform so he will not be allowed to participate
in activities.
G. Camping
1. The usual cost for weekend camp outs is $13.00 per Scout
a. The patrol (or Troop) will use $10 per boy for purchase of food. A sack
lunch should be taken by each Scout for the first meal
b. The remaining $3.00 will be used to defray the cost of transportation (Note:
since December 1995 when troop was reorganized, this $3 has been used to defray
camp site expenses and supplies used during camping.
c. THE CAMPING FEES WILL BE DUE BY TUESDAY NIGHT PRIOR TO THE CAMP OUT - PAYABLE
IN CASH OR CHECK TO TROOP 423.
d. The Camping Fees may be amended by the Scoutmaster when selected camping
or camporee fees are required
e. Camping Fee is non refundable.
f. Scouts may not bring sodas, candy, gum, etc. on camp out. Any food item
that is brought on a camp out must be reported to Scoutmaster or Assistant
Scoutmaster and put in the dry box. No food is permitted in the tents.
g. All Adults going on Camping trips must pay $5 to cover expenses for food,
desserts, etc.
2. Summer Camp Fees and deadlines for same will be published and strictly followed.
3. Completed and signed Permission Slip must be turned in at the Scout Meeting
prior to the camp out. Otherwise the Scout will not be allowed to participate
in the camp out.
4. In accordance with Boy Scouts of America policy, all Scouts traveling on
a Boy Scout outing must wear a seat belt while in vehicles. Therefore, IF ENOUGH
TRANSPORTATION CANNOT BE SECURED TO TAKE ALL SCOUTS AND COMPLY WITH THIS POLICY,
THE CAMP OUT/OUTING WILL BE CANCELED.
5. Every effort will be made to have one camping activity per month .
6. Scout must wear designated uniform or he will be left at home.
H. Emergency Treatment
1. All Scouts and scouters are required to have a Consent to Treat form to be
kept on file by Troop 423 in event of medical emergencies. These forms will
be updated annually with the Troop Charter.
2. In case of a medical emergency, the parents will be notified immediately.
3. In event parents cannot be reached, the injured person will be treated as
deemed necessary by the leadership of the event.
4. Every Scout must have a physical every three years. Adults over 40 must
have a physical every year.
I. Permission Slips
1. The standard Troop 423 Permission Slip and Consent to Treat form will be
used for all camp outs and other activities as required by the Scoutmaster.
2. The completed, signed Permission slip must be turned in by the deadline or
THE SCOUT WILL NOT BE ALLOWED TO PARTICIPATE.
J. Registration and Dues
1. The current registration fee for the Boys Scouts of American is $8.00. Boys
Life is available for an additional fee set by Council. This fee includes Boy
Scouts of American supplemental AD&D insurance. The charter year for Troop
423 runs from December to December.
2. Dues for the Troop are $28.00 per year, payable within 60 days of registration,
or in case of November registration, payable upon registration
3. If a Scout registers after June 30 of any year, the registration fee and
dues are $28.00. Dues will be prorated quarterly.
4. Our Troop re-registers in December and all Scouts who re-register pay only
next years dues of $28.00 payable by March 1st of the recharter year.
5. All checks should be made payable to: Boy Scout Troop 423
6. A letter will be sent to parent/guardian if Scouts dues are more than 90
days delinquent.
7. Any Scout more than 60 days delinquent may not participate in any Troop meetings,
activities or outings until dues become current.
8. If financial consideration for non-payment of dues is needed, contact Scoutmaster
or Troop Committee Chairman, all contacts will be confidential.
K. Checking Account
1. All Troop Checks over $50 will require two (2) signatures.
2. No two members of the same family may sign on Troop checking account.
3. All signatories of the Troop checking account will be recommended by the
Troop Treasurer and approved by the Troop Committee.
4. No signatory on the Troop checking account will be permitted to sign a check
addressed to herself/himself.
5. Receipts are required on all purchases and must be turned into Treasurer.
6. All purchases over $50 must be pre-approved by at least two of the following:
Scoutmaster, Treasurer, Committe Chairman
7. Periodical Review of Financial Reports will be made by Committee Members.
L. Troop Budget
1. An Annual Troop Budget will be submitted, by the Budget Committee, to the
Troop Committee for approval at the March Committee meeting each year. A draft
will be due to the Committee by December.
2. The Budget Committee will consist of the Scoutmaster, a Scoutmaster appointed
Assistant Scoutmaster, Troop Committee Chairman, Chartered Organization Representative,
Troop Treasurer and a Troop Committee person appointed by the Troop Committee
Chairman.
M. Fund Raising
1. Fund raising is a very important part of the Troop operation
2. All fund raising must be approved by Committee
3. Fund raising pays for the purchase of new Troop equipment, maintenance of
Troop equipment and facilities, insurance, licensing and inspection of Troop
trailer, or troop activities
4. A part of most fund raising goes into the individual Scout's account to be
used for summer/winter camp or weekend camping fees or Scouting equipment.
5. The Fund Raising Committee Chairman will be appointed by the Troop Committee
Chairman.
6. The Troop Committee will be responsible for setting the amount each participating
Scout will receive from fund raising efforts.
7. Individual Scout Patrols may raise funds for special Patrol needs after approval
of the Scoutmaster
8. ALL PARENTS AND SCOUTS ARE REQUIRED TO PARTICIPATE IN FUND RAISING ACTIVITIES.
Scouts will be given the choice of selling a certain amount for the fund raiser
or paying that amount in cash into the troop.
N. Boards of Review
1. Board of Review will be held on a scheduled basis and staffed in accordance
with the Boy Scouts of America policies. Special Board of Review may be requested
by a Scout if approved by Scoutmaster
2. Board of Reviews can only be scheduled after a boys Scoutmaster Conference.
In January of 1996, Troop 423's Scoutmaster’s began a program whereby a boy
must participate overall in 65% of the activities of the troop in order to advance.
The areas of participation shall be service projects, fund raisers, outings
and meetings. Boys not meeting the 65% level will not be advanced.
2. Any parent/guardian of a Scout appearing before a Board of Review is disqualified
from that Board
3. A Scout appearing before a Board of Review will wear CLASS A and have his
Scout book with him
4. A newly registered Scout may have the uniform requirements waived, if necessary
during the 90 day grace period.
O. Discipline
1. Misbehavior and Disrespect by Scouts will be handled by the following chain
of command:
a. Meeting with Patrol Leader, Senior Patrol Leader and the Patrol's Assistant
Scoutmaster
b. Meeting with Patrol Leader Council
c. Conference with Scoutmaster
d. Conference with Scout, Scoutmaster and parent/guardian
2. The Scoutmaster or his representative will have final decision as to disposition
of discipline of Scouts at all troop activities
3. Scoutmaster has the authority to call parent/guardian to pick up Scout from
event regardless of time or place of event if infraction is serious enough to
warrant such action.
4. ALL PERSONS PARTICIPATING IN TROOP 423 ACTIVITIES WILL ABIDE BY POLICIES
OF THE BOY SCOUTS OF AMERICA and THE POLICIES AND PROCEDURES OF BOY SCOUT TROOP
423. A list of rules adopted by the majority of Boy Scout Troop 423 are attached.
Parents are required to read and sign this list.
P. Grievances
1. Grievances of Scouts will be handled in the same manner as listed above (a.
through d.) under Section N under Discipline above
2. Grievances of parents/guardian of Scouts will be handled by the Troop Committee
Q. Changes to By-Laws
Any changes to the By-Laws of Troop 423 must be approved by the Troop Committee
and will be published and distributed to parents/guardians of the Troop
BOY SCOUT TROOP 423
The scouts of the Troop adopted the following rules to be followed during campouts.
All boys must:
1. Follow directions of leaders.
2. While hiking:
a. Stay together
b. Use buddy system
c. Stay in line
d. do not go more than 2-3 feet ahead of other members of troop
e. do not run ahead
3. At camp site:
a. do your duties
b. never leave camp site alone
c. always let an adult know where you are going
d. help set up camp site
e. help take down camp site
4. Chain of Command:
Scoutmaster
Assistant Scout Master
Senior Patrol Leader
Patrol Leader
Scout
If a scout does not do his assigned duties he will:
First offense: clean up camp site
Second offense: miss out on fun activity
Third offense: be suspended from the next camp out
If a scout endangers his life or the life of another scout, he will be sent home
immediately. The scout will have to call his parents and have his parents come
to the camp site to pick him up.
If a scout deliberately disobeys the Scoutmaster or commits an offense that causes
a serious problem for the Scoutmaster or another boy repeatedly, the Scoutmaster
can and will call the parents to come pick up that scout immediately from whatever
location as necessary.
