IPS - Main Goals
These are the main goals of the Israel Prison Service:
- To hold prisoner in custody by order of the courts and in conditions
determined by law, including persons remanded in custody until the end of
legal proceedings against them.
- To guard the prisoner during his period of imprisonment so that he
can do no further harm to society.
- To treat the prisoner during his period of imprisonment so as to
assist him to rehabilitate himself an reintegrate into society upon his
release. The IPS deals with a population most of whom have experienced all
the reformative/therapeutic programs that the State has set up in order to
cope with their personal and social problems.
- To upgrade IPS facilities so as to improve living conditions for
prisoners.
- To secure IPS facilities and the information stored in them, ensure
the safety of prisoners, and provide escorts for prisoners in transit
outside prison walls.
- To place each prisoner in the appropriate facility and provide the
appropriate medical, social, and psychological care; to enforce a code of
rights and obligations; to provide opportunities for education, vocational
training, religious observance, employment and rehabilitation. The IPS will
play its part in the nationwide fight against the drugs epidemic by
attacking its manifestations within IPS facilities.
- The IPS will work for collaboration and exchange of knowledge and
information within the Service, and between the Service and other agencies.
- The IPS believes that its chief resource is its correctional staff
and that its goals can only be achieved by sound and humane labor relations
and professional management practices.
- The IPS is committed to the principles of personal integrity,
humanity, professionalism, reliability, loyalty, and truthful reporting at
all staff levels.
- The IPS will train its officers to fulfill the demands of their roles
in the units they are assigned to, at the same time fostering their personal
welfare and progress.
