Billy came to Genoa City in 1999. He was raised in New York City and came to Genoa City to live with his crazy Mother. Adjusting from big city life to town life has gotten him into a lot of trouble.
       He came to find himself attracted to Mackenzie, who his mother hated. The winter dance came around, and Billy was asked to go by the school snob,

Brittany. Ever since, they've been going out. Brittany is crazy about him, but his eyes are focused on someone else.
       Billy's parents had grounded him for drinking. He managed to convince them to let him go to Mack's Sweet 16 party. All was good until Billy, Brittany, JT and Rianna decided to go to skip the b-day party and go to a keg party. Billy had had too much to drink. He went out to get some fresh air and ended up falling unconscious in the snow, and getting hypothermia. He spent days in the hospital and (thank god) made it. That got him grounded 'til summer!
       The prom came along, and Billy was crowned King. His secret love, Mackenzie was crowned Queen. The two have been hiding their relationship from Mack's bf, Raul, Billy's gf, Brittany and everyone else except for Billy's half-brother, Jack, and half-sister, Ashley.
