The idea of observing 2004 as Year of Scientific Awareness was conceptualized in a meeting of representatives of State S & T Councils held in Technology Bhavan, New Delhi, while discussing plans of science popularization activities for 10th Five Year Plan. Hon’ble Minister of State (S & T). The first announcement to this effect was made by the Hon 'ble Minister at the inaugural function of 10th National Children's Science Congress, held at Mysore on December 27, 2002.

The Hon’ble Prime Minister released Science & Technology Policy in January, 2003 with the objective of ensuring the fullest use of developments in science & technology for tIle well being of tIle people. The policy objectives specifically state "To ensure that the message of science reaches every citizen of lndia, man and woman, young and old, so that we advance scientific temper, emerge as a progressive and enlightened society, and make it possible for all our people to participate fully in the development of science and technology and its application for human welfare. Indeed, science and technology will be fully integrated with all spheres of natlonal activity".

ORGANIZATION OF YEAR OF SCIENTIFIC ACTIVITIES-2004 – ACTIVITIES IN THE STATE OF UTTAR PRADESH.

              1.      YSA activity was started on Ist January 2004 at Jhansi, raibareilly, Jalaun, Lalitpur, Jaunpur, Muradabad, Lucknow, Hamirpur, Basti, Bareilly, and Deoria. The launch programme of YSA was held on 28th February 2004. Renowned scientists delivered lectures on scientific subjects to create scientific temperament in the students.

 2.     The Vigyan Rail exhibition was coordinated from 6th to 24th January 2004 during Ist phase of stay in U.P. at Bareilly, Lucknow, Allahabad and Varanasi.

 3.     GEOFEST was organized from 13th to 16th April, 2004 at Lucknow under YSA-2004 wherein 57 teams participated in the senior and 80 in junior group. There were about 1000 participants from reputed schools and 4 teams from neighbouring SAARC countries..

 4.     A meeting of R&D institutions was held on 5th April, 2004 where in R&D institutions and resource persons were asked to undertake the activities of YSA-2004.

 5.     The activity of National Technology Day was organized by the Council wherein popular scientific lectures were delivered.

 6.      A training workshop for resource persons was organized on 29th May, 2004 under which training and guidance of viewing of Venus during the transit was provided. Nearly 40 districts took part in the activity.

 7.     On 8th June, 2004, viewing of transit of venus was organized at 35 places in the State.

 8.     The meeting of coordinators of DOC was held on 27th July, 2004 under which various programmes of YSA-2004 were discussed. Around 60 coordinators of different districts participated.

 9.     Popular scientific lectures under YSA-2004 have been organized during August and September, 2004 by a panel of selected scientists.

 10.    During the month of August-September, 2004 along with popular scientific lectures the activity of essay competition on scientific subjects was organized in which students of schools/colleges participated.

 11.    A scientific radio quiz “Halo Young Scientist” was started from 4th July 2004 from FM Rainbow, AIR. The programme has been scheduled on every Sunday till December, 2004 from 9 – 9.30 AM.

 12.   The Vigyan Rail activity (2nd Phase) was coordinated from 4th July to 7th July 2004 by the Council through Regional Science & Technology Centre, Agra.

 13.    On 12th of August, 2004,  popular scientific lectures on application of remote Sensing technololgy were organized at RSAC, Lucknow under YSA-2004.

 14.    An activity was organized to use the waste of their laboratory to develop scientific model by students at their Gheru campus by ITRC Lucknow on 13th of August 2004 under YSA.

 15.    The activity on drinking water and health programmes has been planned to be taken up various colleges of Lucknow with the help of ITRC during which scientific lectures, exhibitions, scientific films on above subject shall be held.

 16.    Inauguration of Children Science Park was held on 14th August 2004 at City Monetossory School, Rajaji Puram. Various instruments, based on scientific principles has been installed there in.

 17.   Under YSA-2004 activity, the orphan children of two orphan houses were given an opportunity to view the Indira Gandhi Planetarium on 18th, 21st, and 22nd August 2004. Approx 400 students enjoyed the show.

18.    Scientific Lectures activity on Patent Awareness – an introduction under YSA-2004. In the first phase, lectures at ten places has been planned covering subject of patents, design, copyrights, trade marks, trade secret, geographical indications, layout designs for integrated circuits etc.

 19.    Scientific Model competitions under YSA-2004 activity at State Level comprising of junior and senior groups of school students.  During first phase, at district level, at 17 commissionary level during second phase and at third phase at state level.
