Events: Yu Man Hon ran away from his mother on 24th Aug 2000 at the Yaumatei MTR station. He probably changed trains and ended up at the Lowu border. It is yet unknown how he crossed over to the Shenzen side of the border. The authorities in Shenzen found him and asked Hongkong immigration officers for information about him. An SAR immigration interviewed him in the afternoon of the same day. Man Hon did not respond to questions put to him and did not have any documents to identify himself. He was highly emotional and reportedly urinated, spat, threw food and water at the officers. All the indication were that he was likely to be from the mainland. SAR officers apprantly had no good reason or justification to detain him or to summon for help other departments and returned him to the Shenzen authorities for further handling. He was last seen a few days after his disappearance by a Hong Kong lady on business in Shenzen who did not realise that he was Man Hon until later that day. Man Hon was sitting next to her on a bus and as he had no money, he was evicted from the bus. He has not been seen since then There were various reports of Man-hon's whereabouts which turned out to be someone else.
Atttention Hong Kong Citizens: I am a just an ordinary citizen and have no connection whatsover with the HK immigration or knows anyone in the department or in government. I have lived in Hong Kong since birth for 50 years and I have found the immigration department to the best and most responsible department in Hong Kong. It is for this reason I have set up this website. The officers are well trained and polite to member of the public. Complaints are always taken seriously. Standards have never fallen even despite heavy workloads created by the 1997 transistion of sovernity. I wonder why the Immigration department is not considered as a model government department. The authorities does not have magicial powers and it is quite impossible for them to search every place in Shenzen or further inland. This is a siutation where the public can render the best assistance.
About Yu Man Hon Case: I do not wish to appear to be taking the side of the immigration, but facts are facts, anyone would have acted in the same manner under those circumstances. Although they have to learn from the case, I would say it is unfair to put all the blame on the immigration. Man Hon's parents bear a lot of responsibilty. His journey from Yaumatei MTR to Lowu alone exposed him to great danger. It is easy to talk with hindsight. It is hard to believe that the officers would have sent him over to Shenzen had there been any slight indication that he is a Hong Kong resident. It would be easier to hand him over to the HK Police or welfare departments. People should anylyze the siutation carefully brefore laying the blame on the authorities or anyone.
To all Immigration officers: You have built your reputation over the years and all Honhkong citizens are proud of your department. Yours is a very big and busy department and with plenty of contact with the public, it is acceptable and expected to have occasional problems. Hongkong people knows the difference between a problem with an individual officer and a problem with a "department as a whole". Your department has no problems and is well run. Just keep your high standards and the whole Hongkong will be proud of you.
