Tenshinhan

Tenshinhan is a cyclops I would say. He has great psychich powers and was one of the most powerful warriors on earth at one time. He was Kametsurrennin's strongest student, and Tao Pai Pai was once his hero.

He is introduced in the DBZ series as a thief and a fraud, but his image changes very soon. He won the 22nd Tenkaichi Budoukai, and becomes one of Goku's friends. His third eyes gives him his special powers, and he can do ESP.

Tenshinhan has a lot of multi form techniques, that are pretty awesome. He does not become a heavy fighter later on, and they eventually just stop showing him as a fighter. He is most probably the most powerful person in the lower fighter brackets..

He is Chaozu's best friend and is always trying to improve himself.  His third eye also gives him an advanced eye sight.
