Institutional strengthening project - Utility General Manager/Resident project manager

Implemented the financial and managerial restructuring of the Power Utility in Guinea. The project, carried out in the context of the institutional reform of the power sector, was initiated by a management audit (diagnostic). Originally a technical assistance contract, the mandate evolved into an interim management assignment with emphasis on financial and organizational turnaround, restructuring and institutional strengthening. The utility was effectively privatized in the form of an "affermage" contract. The General Manager supervised seven expatriate management positions (Financial, Human Resources, Commercial, Purchasing, Technical and Distribution).

The project was carried out in four main stages: diagnosis, development of the reorganization plan, management support and interim management of ENELGUI, including implementing corrective measures. Areas of activity :institutional framework, administrative structure, human resources, commercial department, finance department, management systems, network development planning, electricity production and distribution, rehabilitation of production, transmission and distribution capabilities and the management of material resources.

The work included the definition, justification and financing of an investment program totalling US $150 million in order to increase production capacity (a 30 MW thermal plant) and rehabilitate a medium and low voltage distribution network. The multilateral donors included the World Bank, CIDA, KfW, EIB, AfDB, CCCE, ECC and JICA.

Negotiation of a 600MW power purchase agreement - Technical support

Multidisciplinary (technical, financial, legal) team support to ONE management in their negotiations with AES/Tractebel Consortium for the first Power Purchase Agreement (PPA) with an Independant Power Producer (IPP). This project though not successful in closing an agreement eventually produced recommendations that led to the electricity sector-wide reform and privatization.

Project involved consolidating under one entity the roles and responsibilities of all aspects of energy sector policy and planning including the structuring and equipping of a planning unit. (World Bank)

Palm oil sector restructuring


Preparation of an industry-wide restructuring plan covering plantations, 7 palm oil extraction plants and a soap manufacturing facility. The plan involved physical and labour reorganization and implementation of an accounting system for the Holding Company including a LAN. The assignment included the audit of the financial statements. Technical Assistance

Privatization of six strategic sectors. Preparation of call for tender documents for the selection of consultants to assist the Comité de Privatisation in the privatisation of : Société Nationale des Eaux (SNDE), Société Nationale d’Électricité (SNE), Agence de Transcongolaise de Communication (ATC), Chemin de Fer Congo Océan (CFCO), , Port de Pointe Noire (PPN), Voies Naviguables, Transports et Ports Fluviaux (VNTPF) including Port of Brazzaville. Assistance to the Privatisation Committee in the privatisation of the above and of Hydrocarbon distribution.
