The new design depicts an Eight-banded Butterflyfish (Chaetodon octofasciatus). There will be a first day release and first day cover on 3 February 2004 for the new definitive stamp under the Tropical Marine Fish Definitive series.
On the new stamp will be the new 31c value and the words '2nd Local'
which denotes the 2nd weight step of local mail.
