George Washington in 2001
The 23c George Washington definitives, featuring a right profile view of sculptor Jean-Antoine Houdon's bust of this famous U.S. president in a green color, were released on September 20, 2001 in the purpose to meet with the new rate for additional ounce rate in domestic first class mail. The self-adhesive stamp is available in pane of 20 and coil of 100.

The design was first seen in denomination of 20c mainly in brownish red on Feb. 22, 2001 in three formats: flat panes of 10, and two folded vending booklets of 10. The 20c postage is exactly satisfy the rate for a domestic postcard till 1st July 2001. The stamps were originally issued to share the duties to fit with that postcard rate with remaining 20c self-stick Ring-necked Pheasant stamps in rolls of 100 coil stamps and in panes of 10. With the rate increase on July 1, the stamps were out of date, leaving a usage span less than 4 months.

On June 7th, 2002, four more formats of the 23c green George Washington stamp of 2001 were anounced. The new formats are a water-activated pane of 100, a self-adhesive pane of 10 (convertible, or foldable, booklet format), a self-adhesive vending booklet of 10 and self-adhesive coil of 100.  According to the U.S. Postal Service, only panes of 100 were available for sale as of the June 7 official first day. The other three formats will go on sale at a later date. These four new issues bear the year date of "2002", obviously distinguishes them from green Washington stamps of 2001, which bear a "2001" year date. After the rate hike in June 2002, the 23c rate will satisfy both the domestic additional-ounce rate and the domestic postcard rate.
