Palestine

The visit of Ariel Sharon sparked off widespread violence; he provocatively proclaimed that Masjid Al-Aqsa belonged to the Jewish people.

The initial violence in the surroundings of Al-Aqsa spread throughout the West Bank and Gaza. Though outwardly portrayed as a spontaneous intifada, it was yet another chapter in the plan to consolidate the peace process. It was planned at the Camp David talks by Clinton, Arafat and Barak. Mahmud Abbas, one of Arafat's aides and part of the Palestinian negotiating team at Camp David, mentioned a scenario which could achieve what negotiations could not, he said:

‘If the obstacles continue in the face of the implementation of what was agreed, then at that time a limited war to remove the obstacles is inevitable. This war may even extend outside the borders of Palestine.’

About a week before the massacres flared up in al-Quds, the Israeli government sent delegates to London, Paris and Bonn informing their governments that Israel had obtained information 'which is beyond doubt' regarding the preparation of some Palestinian movements, 'to launch a wave of armed operations against Israeli residential concentrations in Tel Aviv, Jerusalem and other Hebrew cities' and against Israeli interests in those capitals. Some observers were of the understanding that the Barak government has thus given 'knowledge and news' to those capitals and that it has the right to undertake precautionary operations.

At the same time (i.e. about a week before the flaring up of the massacres) Arafat made much talk of exciting developments in the region, very soon to take place, but he did not mention the nature of these developments. Palestinian sources opposing the Oslo agreement and its ramifications have observed that the leadership of the Fatah organisation (of Arafat) in the two camps of 'Ayn al-Hilwa and Rashidiyyah (in south Lebanon) had begun preparing its underground centres and supplying its personnel with advanced means of communication.

These and many other issues confirm that the massacres at al-Aqsa and the events that followed were planned between a number of sides: America, Israel, Arafat and his cronies, and certain other sides like the rulers of Egypt, Saudi Arabia, Morocco and France.

Arafat and his Washington Paymasters have come to finally realise that the Muslims will not submit to accepting the 'peace/normalisation process', which they want for her to accept. Alongside this, the Israelis need to be brought around to accepting Peace and an eventual Palestinian State.

As for the obstacles on the first side, it is not easy for the Muslims to give up al-Masjid al-Aqsa and al-Quds. Masjid al-Aqsa is mentioned in the text of the Qur'an. It was to the Masjid al-Aqsa that the Messenger (may Allah be pleased with him and his family) was taken on the night journey (Israa'); and it was from al-Masjid al-Aqsa that he (saw) ascended to the heavens. It is the first of the two Qiblas and the third holy precinct. Arafat and his cronies were ignorant of the nature of Islam and the Muslims. They used to think that they would be able to relinquish al-Masjid al-Aqsa using some deception, promises and threats against the Palestinian people. Having got close to realising the truth, they found that the matter required massacres and the spilling of a lot of blood to subdue the Muslims and make them despair of ever restoring their holy sites and territory.

Arafat and those conniving with him (Barak, Clinton, Mubarak and others) started to prepare the theatre of massacres and spilling of blood in a manner which does not incite the animosity of the Palestinian people towards Arafat, but rather to create popularity for him amongst them. The people of Palestine are not only holding on to al-Aqsa and al-Quds, they are rather holding on to every atom of Palestine. However, the rulers of the Arabs and the Muslims have deserted them and conspired against them even before 1948. The series of conspiracies continued until they formed what they called the Liberation Organisation (PLO), not for the liberation of Palestine, but as a tool for its surrender, so that the treacherous rulers can disassociate themselves from this crime. In fact, the leadership of the organisation, headed by Arafat, started to execute the conspiracies hatched in America and Europe, to strike the people of Palestine and make them despair of any hope in Palestine, through a series of evil and precise operations.

This operation today is one of the most evil and dangerous conspiracies devised by officials against their people. Indeed, Arafat is conspiring against the Palestinian people and slaughtering them, he is sending the Children to fight, whilst he remains in safety, such a situation directly reminiscent of the 1987 Intifada, where he lived it up in Tunis, whilst the blood of the Children reddened the streets.

The naive from amongst the Palestinian people think that he has changed to become a sincere person and they applaud him! What deludes Arafat is that they yearn to fight and expend their life, their wealth and everything if only they had found a leader who would open the gates of Jihad and sacrifice. However, they have been repressed and oppressed, so they reluctantly remained silent until the despair almost killed them. Now Arafat, who used to suppress them, in order to provide the security for the Zionist state, has come and opened for them a chance to defend their lives, and a window of hope to defend their rights and holy sites.

Thus, they went on an uprising and advanced ahead, confronting tanks with stones, rockets with slingshots, and planes with unarmed bodies. They rejoiced in thinking that their leader had become one of them. Whilst the other sides conspiring with Arafat thought that he would kill two birds with one stone.

Firstly, he would earn a strong trust from the Palestinian people and would make them agree to anything he agreed on. Secondly, it will cause despair again to the people of Palestine when they see the Arab states still abandoning them, and that they do not have military machinery equal to the Israeli military machinery, and that the lambs are no match for the Wolves. They would think then that it is not possible to get better than what they already have, and thus they will accept any crumbs offered to them. As for the Israeli side, they have ambitions to get everything; to get al-Aqsa, al-Quds, to keep the settlements, not to return the refugees, to get the security, and the peace they want and normalising the relationships with the Arab and Islamic world. However America, which is greedy for a share in al-Quds through its internationalisation, has put pressure on the rulers of Israel and convinced them that they will not be able to realise all their ambitions, so they must relinquish some things in exchange for peace and normalisation. However the majority of Jews reject any concessions, because they have not seen any firm position on the side of the Arabs and Muslims. Therefore, it was inevitable in America's view to apply pressure on Israel by instigating this war, so that they can see that the people of Palestine, and the Arab and Islamic peoples, are ready for death before giving up the holy sites; and that these peoples will force their rulers to sever any relationship with Israel; and that Israeli interests in the world will be a target for destruction; and Jews in the world will be chased by the Muslims everywhere in the world. This would make the Israeli public accept the relinquishment of some things and carry through the agreements.

Some observers imagined that the Camp David summit was a failure. This is wrong. What actually happened is that certain obstacles emerged which required overcoming. Hence, since the summit was closed on 25/7/2000 there have been extensive movements to promote what had been agreed upon. The American government continued and even widened its active contacts to include the rulers of the Islamic world, including the Arabs, and many rulers of other countries in the world, especially France, which has participated with Mubarak - the ruler of Egypt - to refine the plan of 'internationalising the holy sites', because France holds the current rotating presidency of the European Union. In this manner, America familiarised herself with all the positions of those who have some link with the issue and she has handed out roles to be played by quarters subservient to her, which include the organisations under her control. She mobilised her agents, at the forefront of which is the great broker of Egypt, Husni Mubarak. At the same time Arafat and his cronies have taken up their roles. Hence he visited many states in the world. America mobilised the Israelis to get help and support and to apply the necessary pressure on those who make decisions. After this extensive mobilisation and comprehensive acquaintance of views she devoted herself to formulating what she termed 'the final status document' for the fundamental issues regarding al-Quds, the refugees, the borders and security. Although she is taking rapid and serious efforts to realise this aim, she is doing this in utmost secrecy in regards to the plans and proposals, or the solutions which she has decided to impose upon all sides. All of this is taking place far from any fanfare, as a calculation against failure and in a desire to achieve success, particularly as the administration is currently under the influence of the campaign for the presidential elections, which will take place on 7th November.

The broad lines of the agreement that they call 'the final status document' between the Palestinian Authority and the Zionist state were leaked. The state, which Arafat keeps ranting on and on about declaring, is only 10% of the area of Palestine. It will not have an army, no independent supervision over her borders, exits and entrances, or an independent foreign policy. Rather, her foreign affairs will take place through co-ordination with the Israelis. She will not have sovereignty over her airspace, the underground of her territory, or over water. The settlements will remain scattered over all the parts they call a state, such that they will divide it into separate cantons. Eighty percent of these settlements will be under Israeli sovereignty and 20% will be under the so-called Palestinian state.

As for the rest of the refugees, Israel says she is not responsible for them. It is for the world to solve their humanitarian problem. As for Al-Quds, it is the most intractable problem. Statements have been made from various quarters indicating that the solution could be through expanding al-Quds by joining the settlements nearby to it and certain Arab villages around it such as Abu Dees and Izariyyah. Most of al-Quds and the settlements attached to it would be "Urshaleem" the capital of the Israelis. Abu Dees, Izariyyah and other Arab districts would be (al-Quds) the capital of what they call the Palestinian state. The administrative supervision over the holy places would be each under the "religious supervision" (Awkaf) of the sect that they follow. The sovereignty would be under the United Nations.

One of the statements which indicates this is of Barak, to the Israeli paper 'The Jerusalem Post' on 29/9/2000: “Urshaleem and al-Quds will be side by side like two capitals.” And he said: “Eighty percent of Yehuda and Samaria (West Bank) settlements will be the residential settlements that are under Israeli sovereignty. There will be security arrangements, especially on the eastern borders. "Urshaleem" will then be bigger than it ever was since King David, with a solid Jewish majority for generations, united under our sovereignty and recognised internationally as the capital of Israel.” He said: “No Jewish prime minister will sign a document or agreement which transfers the sovereignty over the Temple Mount (Al-Quds) to the Palestinians or any Islamic body.” He was asked: Would he accept the transfer of sovereignty over the temple Mount to any international organisation such as the UN? He answered that he is open to negotiations but he prefers not to discuss the matter at the present moment.

In addition is the statement of Ahmad Quree'a (Abu 'Ala) in Strasbourg in the European parliament: “Al-Quds can be international and it can be the capital of the world.”

The one thing which has shone so brightly from this vile conspiracy, is the goodness of the Ummah. They have been distinguished from their rulers, the gulf between the Ummah and the rulers has become the ever unbridgeable gap.

The Ummah are thirsty for honour and dignity and they yearn for Jihad and rush towards sacrificing their life and blood in the path of their sanctities, honour and rights and to destroy the whole of the Zionist entity. The rulers on the other hand have been exposed and their reality has appeared to those who were ignorant of them. They have appeared as agents to their masters the Kuffar, especially America. They do not represent their peoples but rather they deceive them and conspire against them. They even slaughter them when they are ordered to do so. This is what Yassir Arafat and Husni Mubarak did with the people of Palestine in this uprising of al-Aqsa.

Mubarak and Arafat had refused to go to the summit with Barak except with preconditions, which they announced after the Arab Summit while now they have suddenly agreed to meet without any condition or restriction. When they were asked about this Arafat's response was: 'There is (great) international pressure’! Mubarak's answer was: 'It took place with the consent of the Palestinians and for their service.’

Only yesterday, there were claims made everywhere that, in Camp David that Arafat was exposed to a enormous amount of pressure from Clinton and Barak, but he did not give in and nor were they able to shake him. On the contrary he told them: 'No' and foiled the conference. So why is he now eating his conditions and caving in? This exposes the lies and deception which Arafat practises on the people of Palestine by the help of Clinton, Barak, Mubarak and others.

Did not Saeb Eriqat state that the conference achieved 80% of the issues of the final status agreement? Did not Arafat go after Camp David to representatives of the OIC to get their approval for what was agreed regarding al-Masjid al-Aqsa and al-Quds? Did he not get the approval of the Al-Quds Committee in Aghadir? Didn't the American State Department praise the decisions of the Al-Quds committee regarding this matter? Didn't the Algerian president Butafliqa on 11/10/2000 direct criticism at Arafat and accuse him of: 'hiding the results of the Camp David summit, which ended with a complete agreement on the issues proposed’? How can Arafat after that claim that he said 'no'? It is indeed a deception to cover his treachery and to present him as a hero. To promote his image even more, the Israeli helicopters launched strikes on his headquarters after they informed him of the forthcoming strikes. This strike took place when George Tenet, the head of the CIA, was with Arafat in Gaza. They did all this so that the Palestinian people would agree to whatever Arafat agreed without discussion or debate.

This provocation is a doubled edged sword: One side works for the benefit of Israel and America. The other side works to expose the rulers, and reveals the huge gulf between them and the peoples they rule over. It also increases the anger against the Israelis, America and the puppet rulers. Due to this, America feared that the uprising might slip away and go out of the control of the agents when the masses killed the two Jewish spies in Ramallah. She also feared that many developments might arise and threaten her interests and the interests of her allies and the Jews, not only in Palestine but also in the international arena. This is similar to what happened against the Jews in France and as well as against the U.S.S Cole, which was bombed in the port of Aden in the atmosphere of the uprising. Thus, 17 soldiers from the American marines were killed and about 40 injured.

The Arab Summit in Cairo was planned along with the plan to incite a limited provocative war. It is part of the plan, so as to be the false witness which gives its blessings to the treacherous solution of surrendering al-Aqsa, al-Quds, Palestine and the rest of the rights of the Palestinian people. So planned was this summit, that Qadhaffi was able to read out the final declaration before the Summit convened. It will also be the false witness on the final recognition of the Zionist State, as a dagger in the heart of the Islamic Ummah. It will open the way for initiating peace between Israel and Syria. Thus the Zionist State will have a complete legitimate existence, and normalisation with it will become obligatory on the Arab governments not just an option. The regimes will vie in pursuing the so-called 'culture of peace.'

This is what was been planned for the Arab Summit. However it was clear that America found in the Sharm as-Shaykh conference that there was a strong opposition on the Israeli side which prevented Barak from implementing the agreements regarding al-Quds and al-Aqsa. She recommended that the Arab Summit issue resolutions which threaten Israel like the resolutions of the conference of the Arab foreign ministers which was held in Beirut shortly after Israeli strikes against power stations in Lebanon. Thus it was clear that the Arab Summit would call for a review of trade and diplomatic relations and normalisation issues with Israel. She threatened Israel, but as expected fell far short of ending the peace process. Rather the Arab summit provided Barak with such a crowd pleaser amongst his people. She Claimed to support the uprising and threw a few crumbs to the Muslims of Palestine in the form of economic aid, the same reaction that the Arab rulers had to the Massacre at Al-Khalil, rather then ending the 'peace process', the rulers maintained their treachery. The recent events suggest nothing has changed, the rulers are now working to remove the obstacles and create the suitable conditions to implement the agreements.

Fatwas of many 'Ulama in the Arab and Islamic countries were issued declaring the individual obligation of Jihad on the Muslims against the Israelis. We ask: 'On whom does this obligation fall’? Does it fall on unarmed individuals only? When those individuals go to the borders of the Jewish entity, will the rulers of the Islamic countries allow them to arrive there or will they arrest them and accuse them of terrorism and sabotage? Those rulers themselves are actually the guardians of the borders of the Zionist State. The situation may turn to become fighting between those individual Mujahideen and the authority of these puppet rulers, just as Arafat's authority and the authorities neighbouring the Jewish State do.

And we say to the rulers who attended the Arab Summit at the Sharm al-Sheikh resort in Egypt, every Muslim has awoken to the fact that you exist in your lofty positions not through the approval of the people, but through the patronage of the Western nations who possesses your unwavering allegiance. You were given the reigns of power in order to fulfil two objectives:

Firstly: So that you may be an obstacle and a barrier to the return of the Khilafah, which would realise the goal of unifying the Muslims and herald the commencement of Jihaad, the peak of Islam.

Secondly: So that you may protect the Zionist entity from destruction and guard its borders and security.

And you have complied with these two matters Slavishly.

You have chased the carriers of Islam, who work to re-establish the Khilafah, through arrests, imprisonment and execution and you have divided the Muslims. As the Kafir has wished, you have firmly established the narrow regionalism amongst the Ummah and preserved the disunity and fragmentation in accordance with the policy of 'divide and rule.’ Rather your rule has become an embodiment and even a symbol of this policy. You have made of yourselves guards of the borders drawn up by the Kafir, and you have pushed the sons of the Muslims in the fire of Hell for fighting each other over these borders. You have established, as the Kuffar has planned, regional organisations to strengthen these borders. Thus, their plans at your hands have been met with great success.

The Kafir entrenched behind you, hid his ugly face from the Ummah by your presence. You have kept the people preoccupied with your disputes and quarrels. You agree on betraying her but you disagree when her interest is concerned. You try to show that you are united but your hearts are divided. You have absolute loyalty for the Kafir colonialist but complete hatred for the Ummah, for which you claim to belong to, but the Ummah has nothing to do with you.

As for the second matter: You have dedicated yourselves to performing this with your very best efforts and physical force. Thus, you have restricted the armies and prevented them from fighting Israel. You have established a thick fence around their entity in order to provide them with safety and security. So you did not fight them, nor did you let anyone else fight them. Then you added to those two things another calamity, when you and your predecessors faked conspiratorial wars with the Jews, where you were defeated before the Jews every single time. In this manner you have drawn up an aura of victory around them. Thus, they looked like a powerful state, which cannot be vanquished, though they are the ones whom Allah (swt) has described with the attributes of shame, humiliation, cowardice and defeat:

“And if they fight against you, they will show you their backs, and they will not be helped.”
[Al-Imran: 111]

But you have changed the words and have shown the Muslims to be turning their backs and you have made the Israelis to go from one victory to another. You and your predecessors paved the way for the establishment of the Zionist entity and the loss of much of Palestine in 1948. Where you called each other to enter Palestine and liberate it from the Israelis but you handed it over to them as an easy prey and gave them a fake awe of victory over the seven Arab armies. Then you called each other in 1967 under the pretext of fighting Israel but you handed over al-Aqsa and its surrounding and similarly you gave them a false awe of victory for what they called the six day war which actually took six hours. Then the 1973 war took place but the victory of the Egyptian army over Israel was turned into disgraceful negotiations with Israel, at the hands of the traitor of Egypt Sadat. Then came the official recognition of the Zionist entity. And there you are now meeting together, based on the invitation of the cheap middleman of Egypt Husni Mubarak who has been entrusted by America to bless the recent Camp David agreement in its final touches. This is after America has placed upon your conference its agenda and list of decisions in the Sharm as-Shaykh conference which was held and closed a short time before your conference.

You are meeting when the pure blood spilled on the blessed land has not dried yet while you take the stance of spectators. You refrained from rescuing the holy sites and defending their sanctities. You have refrained from helping the Muslims in Palestine and left them unarmed as an easy prey for the dark hatred of the Zioinst entity, you left them facing at their hands all types of torture, then you pretended to help them, how can this be? You count the dead and injured and you send lorry loads of medicine instead of sending lorry loads of weapons on the shoulders of armies to help the stone throwers who are challenging tanks with their bare chests and challenging their rockets with their blessed rocks. You have kept the weapons in their depots and the Muslim armies in their barracks. You mobilise these armies to fight the Ummah but you prevent them from fighting the enemy. Then you spring up, go on trips and say that you are meeting for the sake of Palestine and the martyrs of Palestine and the injured of Palestine. May Allah kill you for your lies!

We shall not tell you to fear Allah and fear His punishment. The passion of Islam went out of your hearts a long time ago. But we warn you of the Ummah's anger and retribution and of the fate of your likes throughout history. The Ummah will not accept for the pure blood which was spilled to be the path for the shame and humiliation by recognising the Zionist entity and abandoning al-Quds and the holy sites. Rather, her pure blood will be the path for destroying the entity of the Jews from its very roots. This is what the Ummah wants and demands and she is able, by Allah's leave, to destroy every traitor and agent who stands in her way. Indeed, the efforts you have expended in embedding the Jews firmly in Palestine, preventing the armies from mobilising to fight the Jews and destroy their entity, and then standing in the way of those who carry Islam, and work to resume the Islamic way of life on earth by re-establishing the rule of Allah and moving the armies across the border. These efforts of yours will be a curse upon you. Your destruction will be in your plotting and planning.

And to the potential Ansar, the Armies, we say the time is suitable to remove the leaders and rid the people of them. You are well able to do that and Allah (swt) obliged you to do that. So answer Allah and avenge the pure blood that was spilled and the lives that perished and quench the Ummah's thirst for revenge and return the honour and dignity of the Muslims and return the sovereignty and authority of Islam. This is the only way by which the Zionist entity will be destroyed and you attain the glory of this world and the reward of the Hereafter.

Indeed, the problem of al-Aqsa, al-Quds, Palestine, and the Zioinst state which has been reared as a dagger and a cancerous gland in the heart of the Islamic Ummah, cannot be solved with those partial and patchwork solutions. The solution is to tear out the Jewish entity from its very roots from every hand span of the land of Palestine, and not just one hand span here and there. The problem with the Jewish State is one of existence and not one of borders. This solution is plausible, it is not fanciful as imagined by the rulers, the agents or the defeatist. Those who love life even in disgrace and humiliation. Those who call themselves the advocates of normalisation and the advocates of the culture of peace with the usurping Jewish State.

The solution is possible today and not after tens of years. It is to let the Muslim armies move to fight Israel and destroy this usurping entity. What we are witnessing today is the explosion of a part of this suppressed energy of the Muslims in every place. It is the best evidence of this. This suppressed energy is not incited by al-Quds, al-Masjid al-Aqsa and the blessed land only. Rather the Islamic Ummah has other incentives and motivating factors which are greater and stronger. If al-Masjid al-Aqsa has sanctity and standing in the hearts of the Muslims which stirs their emotions. Does not the Noble Qur'an have a greater sanctity and unmatched standing in the hearts of the Muslims? So why do the emotions of the Muslims not rise for the sake of the Qur'an? Did not the western Kafir states destroy the state of al-Qur'an (the Khilafah) and tore up the Islamic lands and the Islamic Ummah into more than 50 States and tore the Arab lands into more than 20 States? Did they not make the Zionist State stronger than all the Arabs put together (though in reality they disallow them from coming together)? Are not the Kafir states, especially America which occupies some of the Muslim lands and imposes her hegemony upon the others from one end to another and plunders their wealth and compels their rulers to become enslaved to her? Did she not impose on us the separation of religion from the state? Has not the Law of the Qur'an and Sunnah been banned after they had imposed on us the laws of the west and its false legislation? Why do the Muslims not move for the sake of the forsaken Qur'an and the forgotten Sunnah and the banned Shari'ah? Do these things not have a greater sacredness than al-Masjid al-Aqsa? Yes indeed. It is imperative that the Muslims move now for these issues and not after decades. These issues are not separate from one another. They are all from the 'Aqeedah. The life of the Muslims is established on these things. They are from the vital issues of the Islamic Ummah. This issue which is summed up in the return of the Islamic Ummah to the position which Allah wanted for her as the “Best Ummah ever raised up for mankind.” She is the Ummah that will re-establish the Khilafah and establish the deen, unite the Ummah, convey the Message and ascend to be the leading State in the world.

The work for all of these issues should be together with one action, which is that the Muslims should reject every non-Islamic system, law or legislation. They should reject any ruler who bans Jihaad and prefers the laws of men to the laws of Allah (swt). He (swt) said:

“Do they then seek the judgement of (the Days of) Ignorance? And who is better in judgement than Allah for a people who have firm belief.” [5:50]

They should depose the regimes of those agent rulers who rule with other than that which Allah has revealed and give pledge (Bai’ah) to one ruler (Khaleefah) who will rule them with the Book of Allah and the Sunnah of His Messenger (saw), and will work to unite the Islamic lands and the Islamic Ummah under the banner of 'Laa Ilaaha illallah Muhammadur Rasoolullah' (there is no god but Allah and Muhammad is His Messenger). This state (the Khilafah) will be the leading State in the world in a short space of time by the permission of Allah (swt). The Zionist State will have no existence and nor will there remain any influence or colonisation of America or any other Kufr state in the Muslim lands.

The positive response of the Islamic Ummah everywhere whether Arab or non-Arab, with the al-Aqsa uprising proved that the vitality has streamed back into the Islamic Ummah. This vitality emerged before, towards Chechnya, Bosnia, Kosovo and every place where injustice fell upon the Muslims. The Islamic Ummah is suppressed and when she finds an outlet she will in no time explode her latent energies and return to her Qur'an, Shari'a and Islam. The issue demands one thing only: That a leader from the people of power stands up and deposes one of the regimes and makes arrangements with other powerful leaders in other regimes to depose them and establish an Islamic regime on there ruins. Then the peoples will applaud the Khilafah and embrace it, gather round it and support it.

Today this action does not begin from nothing, rather great progress has been made in this path. We call the people of power to come to us so that we may support them and they support us to realise this matter and establish the Righteous Khilafah very soon by the help of Allah.

He (swt) said: “O you who believe! Answer Allah and His Messenger when he (the Messenger) calls you to that which will give you life.” [Al-Anfal: 24]

“Verily, Allah will help those who help His (Cause).” [Al-Hajj: 40]

“This is a Message for mankind, in order that they may be warned.” [Ibrahim: 52]
