Nuetral or Negative stability may sometimes be desirable in airplanes that are designed for aerobatics.  These airplanes are built to do spins and other special manuevers, and if they were very stable, it would make it hard to do these acrobatics.  So the designers build them so that they will do the acrobatics more easily, and therefore, they may build an aircraft which has nuetral or negative stability.
