These are supposed to be english (and latin) names and/or words written in the Tengwar of Feanor. The mode may be a slightly modified (or incorrect) one. The images were madein MS Word and MS Paint, using the Tengwar Parmaite Font which I downloaded from a site Amanye Tenceli. That was also the site that I learned much about writing Tengwar. I apologise for mistakes and incorrect use of terms.
