1. LEAGUE

The league will be sanctioned with the American Bowling Congress, ABC, through the St. Petersburg Bowling Association. The league will consist of 14 teams with a playing strength of 4 men or women (that are ABC members). Sanction fees will be $16.00 and must be paid on the first night bowled.

Team Captains may include two additional players on the team’s roster. The names of players, as well as any changes in the roster during the season, are to be reported by the Team Captain to the League Secretary before a player competes.

2. SCHEDULE

The league will bowl on Thursday for 14 weeks starting May 25, 2000, beginning at 6:15 p.m. Practice will start at 6:05 PM. The league will bowl a split season of 7 weeks each.The two position matches will be on weeks 7 and 14. A playoff consisting of 3 game will need to occur after the last position night. The two teams will need to decide on a date and time of the playoff.

  1. MANAGEMENT

The league Board of Directors, which consists of the officers and Team Captains, shall manage this league. The quorum for board meetings is a majority of the board.

  1. FEES

League fees, which must be paid by each member each night, shall be $12.00 of which $7.87 covers the cost of bowling, $.50 is for the Secretary’s salary, and the balance to be placed in the league treasury. Each member before the completion of the fifth week of the schedule must pay bowling fees for the last week of the league schedule. Any team whose participating members are not current in league fee payments shall forfeit games, if more than one week in arrears. When a member is one week in arrears, bowler must get current (pay two weeks) on the next week.

The Secretary’s salary shall be paid at the completion of the league schedule.

  1. LEAGUE ACCOUNT

An account will be opened in the name of the league at Liberty Lanes using in-house banking. Deposits must be made each scheduled night. Withdrawals from the account may only be made with the joint signatures of at least two officers as designated by the league Board of Directors. The League President shall verify the league account monthly.

6. PRIZE LIST and AWARDS

A prize list, drawn up by a committee appointed by the League President, must be approved by the league Board of Directors by the 5th week.

Special individual and team high series and game prizes shall be awarded in handicap and scratch categories. However, no individual or team may qualify for an award in both. If an individual or team qualifies for awards in both categories, he shall receive the prize of greatest value. If an individual or team qualifies for prizes of equal value, the scratch prize will be awarded. The order of awards shall be:

Payout at the end of the year will be on the same night as the last position round, only providing that all team are paid in full on week 13. Otherwise payouts will occur on another date within the next 8 days and will be announced.

  1. ENTERING AVERAGE

Entering averages of all players shall be determined in the following order:

    1. The average bowled in this league last year.
    2. Use highest average from the 98/99 yearbooks in any sanctioned league, based on 21 games or more.
    3. Bowlers who do not have a qualifying average will establish an average based on their first three games. A bowler must bowl a three-game series on the first night they start.
  1. POINTS

The league will determine wins and losses on a point basis, 2 points per game with handicap and 1 points for total pins with handicap. Handicap will be 90% of the difference between a bowler’s average and a scratch figure of 220 and shall not be limited.

Handicap shall be based on the entering average until a current 3 game average has been established. Thereafter, handicap will be figured on the current average.

  1. SUBSTITUTES

Substitutes will not be used in this league

10. LEGAL LINEUP

The minimum legal lineup of 2 players must be present before the completion of the third frame of each game.

11. FORFEIT

When a team is bowling in a known forfeit situation, the team bowling against the forfeit must bowl within 40 pins of their team’s total individual averages.

12. ABSENTEE AND VACANCIES

Absentee scores will be allowed when a team has a legal lineup, but less than a full lineup at the start of any game in a series. The absentee score will be the absent member’s average minus 10 pins.

Handicap will be figured on the average (as provided in Rule 8) of the absent member. When a team has an incomplete roster (vacancy on the team), a score of 150 shall be used and such score shall be used for the basis of determining handicap (63 pins handicap).

13. POSTPONEMENTS

A team that needs a postponement request must be received 48 hours or more prior to scheduled bowling. Any request for an emergency postponement (less than 48 hours prior to bowling) must be referred to the league Board of Directors for a decision.

14. PRE AND POST BOWLING

Individuals may not pre-bowl. A full team may pre-bowl with a league officer's approval. See Rule 13. New teams will be allowed to post bowl if they join within the first two weeks. NO PRE-BOWLING ON POSITION NIGHTS.

15. TARDY PLAYER

A bowler who arrives late may enter that game provided 3 frames have not been completed. Frames missed may be made up.

 

16. PLAYOFFS

A playoff shall be conducted to decide the league champion. The same point system shall be used as during the regular season. If at the end of the match a tie exist, the two teams will a 9th and tenth frame using one tenth of the team's total handicap for one game for each frame. The handicap used will be to the tenth of a pin. Repeat this process if a tie still exists.

When more than two teams are tied at the end of each position round, a one game roll-off shall be bowled and total pins will determine the winner of the half. Adjoining lanes shall be used with starting lanes selected by draw.

Scores bowled in a playoff shall not count toward individual or team averages or special prizes offered by the league.

 

17. PACERS

Pacers are not allowed in this league.

18.PRACTICE BOWLING

During the 10-minute practice (6:05 PM) players will only throw one ball on the lane than move to the other lane. Repeat the process for the remainder of practice bowling. Players are not allowed to use the reset button for the purpose of getting a full rack of pins. No practice bowling is allowed before bowling on the same pair they are scheduled on that night after the lanes have been oiled, which is approximately 4:30 PM
