1. Keep Same Divisions FAILED
For the purpose of continuing rivalries, the same divisions that were determined
last year be kept in effect this year. These divisions are
EAST: Wallace, Best, Jackson, Czupryna
CENTER: Jones/Klingman, Outlaw, Peil and Barry
WEST: Deitrich, Mosakowski/Hale, Stroupe, Talbot
The order of draft selection will still be drawn.
The scheduled will be shuffled to prevent the same teams from playing on the same
weeks.
Consider this proposal withdrawn if anyone drops out in 1999.
Pro: Much like long time NFL divisions, rivalries grow, case in point, Wallace,
Best, CZ and Jackson play the leagues most frequent series.
Con: Preception that some divisions will always be weaker than others.

2. Increase Escrow Amount PASSED
To get the end of the year payout faster, increase the amount of money
collected "in escrow" at the beginning of the season from 80 to 100 dollars.
Reason: At the end of the year, some teams owed a few dollars. It is easier
to have the money and write the checks than to collect the overages from the
teams and them pay out winners and those getting a refund from the escrow.
The cost of the draft and post season parties have increased to the point that
the winner's shares at the end of the season has dwindled. Therefore it is proposed
that the league party money not come from the money collected by the league.
Each individual in the league or guest attending the parties should pay to attend
the party. The amount suggested is 10 dollars a person. This money is separate from
the league dues and escrow and should be paid directly to the party host.
The party host is responsible for keeping the cost of the party on budget with
the amount collected. If at the draft, more money is collected than the cost of the party,
the extra money will be turned over to the league for distribution at the end of
the season.
The party host is resposible to pay for overages or they may ask attendees to
chip in a little more.
Pro: More funds for winners.
Con: BRFL traditionally supported parties.

4. Default Line-up fine PASSED
If a team owner fails to leave a line-up on three or more occasions, they
will be fined 5 dollars per week.
Pro: Discourages "let'em play" mentality. More hands on ownership is good
for league.
Con: League should not legislate an owner's desire to remain low cost and low
key.

Voting No: STP, WAL, BUD, JK
5. Late Fee Penalty
In the past a couple teams have not paid their late fee on time. The treasurer
is forced to constantly remind these people taking up his time.
There are two proposals to vote on:
Proposal 5a: 5 dollar fine PASSED
Any person not paying the league fee by the first game will be fined 5 dollars
per week late.
Pro: Generates money for the league when late person pays up.
Make the QB responsible for throwing an interception by penalizing him 1 point,
and two additional points if returned for a TD. One stipulation: Because of
score keeping issues, points for the game will never go negative.
Pro: Adds an element of risk to the position whose numbers tend to be
inflated.
Con: What about fumbles, and other players throwing passes. Too controversial.
Make use of a draft board on draft night that will display all the players drafted.
Cost is 22 dollars.
Pro: Looks good, May speed up draft process.
Con: no use beyond draft night

8. Friday Line-up deadline with late change fee FAILED
Make line ups due on Friday. If a late change is needed, substitution fee is
one dollar a player.
Deadline is 5PM EST Friday
If no line-up is tendered by 5pm, the default line-up goes into effect as the
submitted line-up. (Even if players are on byes thus necessitating
substitution.)
Pro: No more "detective work" required to find an opponents line-up. Statistian
can produce reports faster.
Con: Increased use of the BRFL forum lessened this as a problem last year. Would
hamper use of special reserve as a strategic tool. This is a revenue generator.

Voting No: BST, STP, DP, WAL, TAL, JK
9. Only Six teams Make the Playoffs FAILED
Adopt the NFL method where only six teams make the playoffs in a three divison conference: The
three division leaders, and the next three teams with the best records.
The division leaders with the two best records would receive a bye in week 15.
Pro: Insures a playoff field that best reflects the most talented teams.
Con: Larger playoff field keeps interest level high, as most teams still in the
hunt late in the season.
Quarterbacks would receieve 3 bonus points for throwing three hundred yards.
They currently receieve 1 bonus point.
An additional bonus point would be rewarded at 25 yard intervals. Currently
additional points are awarded at 100 yard intervals.
Pro: Increased scoring opportunities.
Con: A 300 yard game is already a harbinger of a great day, these points seem
like overkill.
11. Defensive points for sacks (1 per sack) FAILED
Award a defense a point for a sack to increase defensive scoring.
Pro: Provide more opportunities for defenses to score.
Con: The sack is not as compelling a statistic as a turnover.

12. Award bonus point at 50 yards FAILED
Award initial bonus point at 50 yards rather than at 100 yards. Additional bonus
point to be awarded at 50 point intervals as before.
Pro: Increased scoring opportunities.
Con: 50 yards is not an exceptional performance and does not deserve reward.

13. Right of First Refusal on Special Reserves FAILED
A team that has special reserved a player for the week has the right to add
that player to his permanent roster claim provided he announces his intentions by
midnight Tuesday. (or immediately after the Monday night game whichever is later)
That way other teams that might be claiming that player
on Tuesday would know that the right of first refusal would have been exercised.
This intention to claim the player MUST be posted on the forum. Anyone without
access to the form should call someone who can post on forum by Tuesday midnight.
Pro: This awards the team owner that does his homework and researchs possible
breakout players. Speculation of this sort is a revenue generator for the league.
The league should reward teams that are in touch and willing to spend money
rather than have a team not in touch "luck" into a breakout player on Tuesday.
Con: By circumventing the claim process, a team down on its luck would be denied
an opportunity to improve.

14. Y2K Contingency Plan FAILED
The NFL has scheduled games on Jan 2, 2000. This would be week 17, our Super Bowl.
The BRFL must be prepared for the possibility that the games that weekend could be
cancelled due to a situation that arises due to the change over to the year 2000.
In the event that no games are played in week 17, the Super Bowl champion would be
determined by which week 16 winner had the most points.
This rule is only in effect for the 1999 season.
Pro: Better safe than sorry
Con: Get real!
