There are lots of helpful guides out there to get you started with your web page!  Look through the resources here, and see which ones seem easy to use to you -- it's partly a matter of taste.  After you try on your own a bit, you might also try consulting someone at www.free-help.com/ (I have no idea how good their service is, but they were recommended by several readers of this page).
If you are a GeoCities homesteader (you have a GeoCities web page or site) you can contact a Community Leader in your GeoCities neighborhood.  If you have a web page or site somewhere else, check for the main home page and look for help or Community Leader links.
But note: these volunteers are available ONLY for residents of those neighborhoods with pages in those 'hoods.  Please respect their time and remember to say  "thank you" for help given.

Tools for Creating Graphics

Which graphics program you prefer will be a very personal decision, unless you're forced into it simply by availability.  My personal favorite is Ulead PhotoImpact (with their additional WebRazor tools to "compress" GIFs and JPGs to maximize quality and minimize size).  Their button tools for add-ins to many popular graphics programs are great.  I also prefer Ulead's tool for Gif animation.  I like Xara 3D for quick text rendering to 3D with or without animation, though Ulead's Cool3D is close in quality.  (I used Xara3D to produce the geolink at the bottom of the page -- I used Ulead PhotoImpact and Ulead SmartSaver to reduce its size for quicker loading.)
 
Before switching to Ulead for most graphics applications, I used PaintShopPro and Corel products.  PSP has a new version which may be much better than what I'd tried before.
The GifWizard is available online to compress graphics to make them load faster.
