Reaffirming the crucial role of African Parliamentarians in the prevention and settlement of conflicts for the realisation of peace and stability: Reaffirming that no conflict among African states warrants the use of force and the risk of war and instability; Recalling the facilitators' exhaustive recommendations on the dispute between Ethiopia and Eritrea; Recalling OAU Council of Ministers Resolution on the subject on June 5, 1998 from Ouagadougou supporting the facilitators' recommendations; Recalling OAU Heads of State resolution of June 10, 1998 supporting the facilitators' recommendations; Recalling the Resolution of the Security Council of June 26, 1998 supporting the implementation of the facilitators' recommendations; Recalling that the OAU had organized a Ministerial Committee for fact finding purposes within the framework of a comprehensive settlement of the conflict in all its dimensions; Recalling the recommendations issued by both Co-Presidents of the APC-EU General Assembly calling both to accept the OAU and Security Council resolutions; Noting that the current impasse for the peaceful resolution of the conflict pertains to the Facilitators, OAU and Security Council recommendations for the Eritrean armed forces to withdraw from occupied Ethiopian administered territories; Noting that both Eritrea and Ethiopia recognise the existence of border claims by both states; Noting that both parties have agreed to proceed towards a comprehensive demarcation and demilitarisation of their borders with the assistance of the OAU and the Security Council; 1. Calls upon the continued search for a peaceful solution of the border conflict with the active support of IGAD, OAU and Security Council of the United Nations; 2. Calls upon Eritrea to respect the findings of OAU Ministerial Committee dealing with the crisis, which has conclusively affirmed that Ethiopian administered territories have been occupied by Eritrean armed forces; 3. Affirms that the said occupation constituted a fundamental element of the crisis that has to be addressed by the Government of Eritrea; 4. Calls upon the Government of Eritrea to withdraw its forces to the point where it was prior to developments of May 6, 1998 as recommended by the Facilitators, the OAU and the Security Council; 5. Calls upon the international community, particularly African Parliament, to facilitate the investigation regarding the occurrence of war crimes in the conflict as alleged by the resolution of the House of Peoples' Representatives of the Federal Republic of Ethiopia. The Union of African Parliaments instructs the Secretary General to communicate their Resolution to: 1. The Government of Eritrea 2. The Government of the Federal Democratic Republic of Ethiopia 3.
