Ship A started Turn 3 at speed 0, because of emergency deceleration
restrictions.  Ship A accelerated to speed 10 in time for the first
scheduled movement.  This was planned & known, but I didn't report
it completely.  The only impact is that acceleration limits from
speed 0 apply for ship A until turn 4 impulse 3.

NOTES & COMMENTS
=======================

The Kzinti will have 8-10 internals left after impulse 17... the
next house weapon in that corner can get a kill.  Next on queue...
the Klingon.

Good ideas so far from survey for improvements:
* standard (level K) tactical intelligence
  ** or, maybe a modified tactical intelligence system that's not nearly
     so cumbersome as the official rules, but that provides some "fun"
     uncertainty
* use Commander's Level EW rules
* make house weapons a little more powerful, to influence tactics more
* to get really wild, have a black hole appear & grow in the center
  of the map... that'd take care of derelicts!
* a couple random, hidden T-bombs (now, that must be a Romulan idea!)
* unit bounces off wall instead of stops: causes 5 damage and breaks
  tractors as currently does, but unit continues at current speed
  ** deflect direction of unit if you hit at an angle, so that you
     could purposefully perform a limited, costly, semi-HET
  ** a unit headed straight into the wall would receive 5 damage per
     movement, banging head into brick wall over & over
* automate collection of info (web forms, for example) and resolution
  of orders (I'm working on a program similar to the hexmap utility,
  but with a not-as-nice interface and a little smarts built in), to
  become more efficient, then play more segments per week (but everyone
  in the current scenario would have to agree, because it would take
  that much time more frequently)
